The 1973 Constitution defines the state to include thefederal and provincial governments, the national andprovincial assemblies, and authorities empowered bylaw to impose a tax or cess (Article 7). The termgovernment, meanwhile, refers to executive authority ateither the federal or provincial level. The Constitutionprovides for the exercise of authority at the federal andprovincial levels of government; the powers of eachlevel are further delineated by statute. Authority for local governanceis provided solely by statute.
