Therefore, outcomemeasures, being the most important, are the leastcontrollable. This means that a set of measures, witheach measure having a differing degree of controllability,will usually be required to explain the wholepicture.• It can be demonstrated that a robust measurementsystem can be built from a small number ofindividually imperfect measures. For example, if thecoldness of a dog’s nose means that there is a 70percent probability that the dog is healthy, and if thedog’s eating well means that there is a 60 percentchance of its being healthy, then if both conditionsare positive, there is an 88 percent joint likelihoodthat the dog is healthy.In a large organization, a call for measure nominationscan produce a large number of measures.These measures must be culled to produce a workablenumber of more strategically oriented measures.The Texas Department of <strong>Transportation</strong> (TxDOT)found that this culling could be done efficiently byusing a combination of the balanced scorecard categorieswith cause-and-effect diagrams. An original setof 178 measures was reduced to a set of 40 strategicmeasures. They were organized on a framework offour report cards:• External result—customer satisfaction,• Internal result—employee actualization,• Internal process—internal process efficiency,and• External process—outreach effectiveness.When there are multiple measures of performance,a new technique called data envelopment analysis(DEA) can be useful for assessments of overall performanceefficiency over time and for comparisonsamong several like operations. This technique, nowavailable in commercial software, offers the followingcapabilities:• Allows a comparison of similar production unitsor one unit over time,• Handles multiple inputs and outputs,• Avoids subjective weighting of inputs and outputs,• Quantifies results of efficiency improvements,• Compensates for external factors affectingefficiency,• Does not require that data need be in dollars,and• Makes comparisons to the most efficient operatingunits.The principles of the technique are discussed in‘‘DEA: A New Tool for Multidimensional ProductivityAssessment,’’ by Ron Hagquist of TxDOT. Thereare numerous websites and books (such as PublicSector Efficiency Measurement by Ganley and Cubbin)on the subject.
