Plans for Bill Baggs Road includegrading and concrete pavement to replace the existing asphalt rural road section to accommodatepavement markings for a three lane roadway.The Airport Layout Plan Update contract was issued to commence a planning effort for Chan GurneyAirport.The final asphalt patch repair work for this season has been completed and the City asphalt patch plantwinterized.Snow removal equipment is being removed from storage and prepared to be put into service.The vehicles to be sold at auction have been cleaned and prepared for the October 15 th sale.The remains of the house located along Marne Creek at 6 th Street has been demolished following a burnthat was conducted by the fire department. The basement was removed and the hole filled. The site wasregarded to have the site ready for seeding.3) Finance Department UpdatePlans are being finalized for the City’s surplus property auction which will be held on Saturday, October15, 2011, beginning at 9:00 a.m. in the City Hall Auditorium. Doors open at 8:00 a.m. Dan Specht ofVision Real Estate Services will be the auctioneer.The application for the FEMA flood reimbursement claims has been completed and the City is waitingfor the claims to be processed and/or approved.Utility rate increases approved by the Commission at its September 26 th meeting will take effectNovember 1 st . Notice of the rate changes will be included with customers’ November utility bill.4) Community Development UpdateAs expected, the August hail storm has generated a considerable amount of construction / structurerehabilitation activity in the City. Staff issued 52 roofing and siding permits during the first twobusiness days of October. Based on our experience from the 2009 hail event, we expect the highnumber of storm related projects to continue for 18 to 24 months. The property damage and insuranceclaims resulting from a storm like we have had a tremendous impact on the community. A secondary,less recognized result of the storm is the impact it has on City operations such as building inspections.The event will substantially influence work activities over the next two years.The City has been notified by a property owner that the flood plain boundaries located on the Fox RunGolf Course may be changed as a result of a flood plain study conducted as part of a Letter of MapAmendment (LOMA). Individual property owners typically request a LOMA when they have propertyincluded in the 100 year flood plain but the elevation of their structure on the property is above the floodplain. A successful LOMA request removes the structure from the 100 year flood plain therebyreducing insurance costs. FEMA requires LOMA applicants to notify property owners that are in orpartially in the flood plain when their LOMA study shows changes to the existing flood plainboundaries. If these changes are accepted by FEMA, the City will be notified that the boundaries mayneed to be incorporated into the existing Flood Insurance Rate Maps. The change identified in the newanalysis does not impact any structures on the golf course.2
