Attachment IV- 1Memorandumll-1 69To: Doug Russell, City ManagerFrom: Kathy Jacobs, Yankton Community Library DirectorSubject: Authorization to Begin Public Dialogue ofLibrary Space NeedsDate: October 1, 2011In 2010, the Yankton Community Library Task Force gathered input from the community for aLibrary Needs Assessment document through an online survey, focus groups, and a written surveythat was hand delivered by Mount Marty College students to randomly chosen householdsthroughout the city. All responses were compiled to produce a needs assessment document. Fromthis, the Task Force created a PowerPoint presentation that summarizes the findings.On July 13, 2011, the Task Force presented their findings through the PowerPoint to the YanktonCommunity Library Board of Trustees and recommended that the process of dialoguing with thepublic as to the space needs of the library begin. The Library Board of Trustees voted unanimouslyto accept the findings of the Task Force as presented and move the presentation on to the CityCommission.The Yankton Community Library Board of Trustees is seeking pemiission from the CityCommission to begin the process of dialoguing with the public as to the space needs of the library,using the presentation that will be viewed by the Commission on October 10, 2011, at their regularmeeting.Therefore, City Staff recommends that the Yankton City Commission allow the Task Force to beginthe public dialogue.Respectfully submitted,Kathy JacobsDirector of the Yankton Community LibraryRecommendation: It is recommended that the Yankton City Commission receive thepresentation and allow the Task Force to proceed with public dialogue regarding the needsassessment.I concur with this recommendationI do not concur with this recommendationcallDoug RussellCity Manager
