CHAMBER <strong>OF</strong> THE BOARD <strong>OF</strong> <strong>CITY</strong> <strong>COMMISSION</strong>ERS<strong>YANKTON</strong>, SOUTH DAKOTASEPTEMBER 26, 2011In absence of the Mayor, the regular meeting of the Board of City Commissioners of the City ofYankton was called to order by City Manager Russell.Roll Call: Present: Commissioners Akland, Carda, Gross, Hoffner, Lowrie, Sommer, Wenande, andWoerner. City Attorney Hosmer was also present. Absent: Mayor Knoff. Quorum present.City Manager Russell requested nominations for Acting Mayor.Action 11-222Moved by Commissioner Akland, seconded by Commissioner Wenande, to nominate CommissionerGross to act as Mayor and that nominations cease and a unanimous ballot be cast.Roll Call: All members present voting “Aye;” voting “Nay:” None.Motion adopted.City Manager Russell turned the meeting over to Acting Mayor Gross at this time.Action 11-223Moved by Commissioner Woerner, seconded by Commissioner Akland, to approve the Minutes of theregular meeting of September 12, 2011.Roll Call: All members present voting “Aye;” voting “Nay:” None.Motion adopted.Acting Mayor Gross read a proclamation declaring the week of October 16 to 22, 2011, as “RedRibbon/Character Counts Coalition Week.”City Manager Russell submitted a written report giving an update on community projects and items ofinterest.Yankton citizen Tom Nelson was present and requested that the City review the allowance oftemporary signs and banners. City Manager Russell directed staff to do some research of othercommunities and report back to the City Commission at a future meeting.Yankton citizen Paul Harens was present and expressed concern with snow removal and parking onboth sides of some narrow streets. His concern was that only a narrow path is plowed when thisoccurs. Staff was directed to monitor the situation during the upcoming “snow season.”Action 11-224Moved by Commissioner Carda, seconded by Commissioner Wenande, that the following items on theconsent agenda be approved.1. Establish public hearing for transfer of ownershipEstablish October 10, 2011, as the date for the public hearing on the request for the transfer ofownership of a Retail (on-off sale) Malt Beverage License for July 1, 2011, to June 30, 2012,
