The following scheduleof events should be undertaken to complete the special assessment process:September 30, 2011Department of Public Works files special assessment roll with Finance Officer.October 10, 2011 City Commission sets public hearing for November 14 th 2011.October 11, 2011October 17, 2011November 14, 2011November 15, 2011November 2011December 15, 2011January 1, 2012Department of Public Works sends notice of hearing to affected property owners.Department of Public Works publishes notice of hearing in Press & Dakotan.Publishing dates of November 31t1 and November 7th, 2011.City Commission holds public hearing on assessment roll and approves resolution.Finance Department sends notice to property owners giving amount of assessment,installments, etc.Finance Department publishes resolution with November l4 Commission Minutes.Final date property owners can pay entire assessment without interest.First special assessment installment due.In order for City staff to begin the special assessment process it is recommended that the City Commission,at their meeting on October 10 th 2011, set a public hearing date on the special assessment roll for Monday,November 14 th 2011tfulited,evin Kuhl, PEDirector of Public WorksAttachments/ I concur with the recommendation.I do not concur with the recommendation.Cc: Al Viereck7/’Doug RussellCity ManagerVoice vote
