RECOMMENDATIONS (cont<strong>in</strong>ued)115. <strong>Resources</strong>Governments and donors should provide targeted and susta<strong>in</strong>ed fund<strong>in</strong>gdelivered through fit-for-purpose mechanisms that respond to the uniquechallenges of climate change.Because climate change will evolve over decades, long-term f<strong>in</strong>ancial support from governmentsand donors will be essential to ma<strong>in</strong>ta<strong>in</strong> <strong>in</strong>itiatives and <strong>in</strong>frastructure and to ensure a return ontheir <strong>in</strong>vestments. Fit-for-purpose mechanisms will be necessary to provide access to longer-termf<strong>in</strong>ancial support for activities such as the cont<strong>in</strong>uous collection of adequate, basic weather andclimate data. In addition, countries will need access to secure credit l<strong>in</strong>es that can be tappedquickly for extreme events; they will also need to shift away from “hard” <strong>in</strong>vestments to thosethat build capacity, and support softer <strong>in</strong>vestments such as ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g ecological climate buffers.Current donor trends towards results-based lend<strong>in</strong>g may not facilitate such <strong>in</strong>vestments. A keychallenge for donors and others will be to create <strong>in</strong>centives for develop<strong>in</strong>g countries to <strong>in</strong>tegrateclimate risks <strong>in</strong>to decision mak<strong>in</strong>g, so that this <strong>in</strong>tegration is seen as an opportunity and not merelyanother claim on scarce resources. It will also be necessary for donors to strengthen governmentcapacity to implement activities, and create a clear and appropriate exit strategy to ensure governmentownership.Donors and governments should promote and fund technical tra<strong>in</strong><strong>in</strong>g andstrengthen human resources, which will enable more <strong>in</strong>formed decision mak<strong>in</strong>g.Develop<strong>in</strong>g countries urgently need to build the knowledge, staff, and technical skills amongpublic officials that will enable them to <strong>in</strong>tegrate climate risks <strong>in</strong>to exist<strong>in</strong>g decision-mak<strong>in</strong>gprocesses. Those capacities are necessary to create, implement, manage, monitor, and enforceadaptation strategies.Donors, governments, and the public should take steps to protect and ma<strong>in</strong>ta<strong>in</strong>basic ecosystem processes that provide a crucial buffer for adaptation processes.Ecosystems can mitigate many natural hazards. Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g them can be less costly than build<strong>in</strong>gexpensive <strong>in</strong>frastructure, while provid<strong>in</strong>g more benefits to society. Donors and governmentsshould fund ecosystem monitor<strong>in</strong>g programs and should take proactive measures to ensure thatcritical thresholds with<strong>in</strong> ecosystems are not overshot so as to protect the services they provide.Measures must also be taken to ensure that ecosystems themselves are resilient <strong>in</strong> a chang<strong>in</strong>gclimate. Accord<strong>in</strong>gly, their ability to enhance the adaptive capacity of human communities willnot be dim<strong>in</strong>ished.National governments should enable the development of social resources,which can play a crucial role <strong>in</strong> build<strong>in</strong>g the adaptive capacity of vulnerablegroups and populations.Activities such as extensive public engagement <strong>in</strong> the policymak<strong>in</strong>g process and <strong>in</strong>vestment <strong>in</strong>improved communications platforms can build <strong>in</strong>terconnectedness among communities. Byprovid<strong>in</strong>g opportunities for the development of such social resources, governments can facilitatecoord<strong>in</strong>ation and cooperation among communities, enable opportunities for collective action toprovide safety nets <strong>in</strong> times of crisis, and develop mechanisms to share other forms of capital.executive Chapter Summary title decision mak<strong>in</strong>g <strong>in</strong> a chang<strong>in</strong>g climate
