The comprehensive nature of the responserequired is due <strong>in</strong> part to the far-reach<strong>in</strong>g impacts of climate change, as well as its uncerta<strong>in</strong>ty,requir<strong>in</strong>g complex plann<strong>in</strong>g and both short- and long-term decision mak<strong>in</strong>g.While cross-sectoral decisions such as tax, trade, and fiscal policies will play critical roles <strong>in</strong>shap<strong>in</strong>g communities’ ability to adapt to climate change, this report and its research base primarilyfocus on sectoral plann<strong>in</strong>g and policymak<strong>in</strong>g processes, 15 as national goals will be made operationalat the sectoral level, which is thus a key entry po<strong>in</strong>t for adaptation. 16 A key element of our researchis 12 <strong>in</strong>-depth develop<strong>in</strong>g-country case studies of relevant policy processes <strong>in</strong> climate-sensitivesectors: agriculture, water supply, forest management / land use, coastal zone management, andelectricity production. Many of the countries studied divide the responsibilities of government,and plan, at the sectoral level.Focus on Policies and PlansThe attention of this report is focused on how governmental decision mak<strong>in</strong>g, and specifically policiesand plans, can be adapted to <strong>in</strong>tegrate risks posed by climate change—the difference be<strong>in</strong>gthat a policy establishes approaches to meet certa<strong>in</strong> objectives, while plans outl<strong>in</strong>e the decisionsalready made and the actions taken to implement policies. 17 The standard basic policy and plann<strong>in</strong>gcycle has been amended for the adaptation plann<strong>in</strong>g and policymak<strong>in</strong>g process.
