Tanım ve KavramlarKurumsal olmayan nüfus: Okul, yurt, otel, çocuk yuvası,huzurevi, hastahane, hapishane, kışla ya da orduevinde ikametedenler dışında kalan nüfustur.Kurumsal olmayan çalışma çağındaki nüfus: Kurumsalolmayan nüfus içerisindeki 15 ve daha yukarı yaştaki nüfustur.İşgücü: İstihdam edilenler ile işsizlerin oluşturduğu tüm nüfusukapsar.İşgücüne katılma oranı: İşgücünün kurumsal olmayan çalışmaçağındaki nüfus içindeki oranıdır.İstihdam edilenler: Aşağıda yer alan işbaşında olanlar veişbaşında olmayanlar grubuna dahil olan kurumsal olmayan çalışmaçağındaki tüm nüfus istihdam edilen nüfustur.İşbaşında olanlar: Yevmiyeli, ücretli, maaşlı, kendi hesabına,işveren ya da ücretsiz aile işçisi olarak referans dönemi içinde en azbir saat bir iktisadi faaliyette bulunan kişilerdir.İşbaşında olmayanlar: İşi ile bağlantısı devam ettiği halde,referans haftası içinde çeşitli nedenlerle işinin başında olmayankendi hesabına ve işverenler istihdamda kabul edilmektedir.Ücretli ve maaşlı çalışan ve çeşitli nedenlerle referans dönemindeişlerinin başında bulunmayan fertler; ancak 3 ay içinde işlerininbaşına geri döneceklerse veya işten uzak kaldıkları süre zarfındamaaş veya ücretlerinin en az % 50 ve daha fazlasını almaya devamediyorlarsa istihdamda kabul edilmektedir.Referans haftası içinde "1 saat" bile çalışmamış olan ücretsiz aileişçileri ve yevmiyeliler istihdamda kabul edilmemektedir.Üretici kooperatifi üyeleri, mesleki bilgi ve görgülerini artırmakamacıyla belirli bir menfaat (ayni ya da nakdi gelir, sosyal güvence,yol parası, cep harçlığı vb.) karşılığı çalışan çıraklar ve stajyeröğrenciler de istihdam halinde olanlar kapsamına dahiledilmektedirler.İstihdam oranı: İstihdamın kurumsal olmayan çalışma çağındakinüfus içindeki oranıdır.İşsiz: Referans dönemi içinde istihdam halinde olmayan (kârkarşılığı, yevmiyeli, ücretli ya da ücretsiz olarak hiç bir işteçalışmamış ve böyle bir iş ile bağlantısı da olmayan) kişilerden işaramak için son üç ay içinde iş arama kanallarından en az birinikullanmış ve 2 hafta içinde işbaşı yapabilecek durumda olanlarişsiz nüfusa dahildirler.Definitions and ConceptsNon-institutional population: Comprises all the population, theresidents of schools, dormitories, kindergartens, rest homes forelderly persons, special hospitals, military barracks and recreationquarters for officers.Non-institutional working age population: Indicates thepopulation 15 years of age and over within the non-institutionalpopulation.Labour force: Comprises all employed persons and allunemployed.Labour force participation rate: Indicates the ratio of thelabour force to non-institutional working age population.Persons employed: Comprises all the non-institutional workingage population who are included in the “persons at work” and “notat work” described below.Persons at work: Persons economically active during thereference period for at least one hour as a regular employee,casual employee, employer, self employed or unpaid familyworker.Persons not at work: All self-employed and employers who havea job but not at work in the reference week for various reasons areconsidered as employed.Regular employees with a job but did not work during thereference period for various reasons are considered as employedonly if they have an assurance of return to work within a period of3 months or if they receive at least 50% of their wage or salaryfrom their employer during their absence.Unpaid family workers and casual workers who did not work in thereference week even 1 hour, are not considered as employed.The members of producer cooperatives and apprentices orstajyers who are working to gain any kind of benefit (income incash or in kind, social security, travelling cost, pocket money etc.)are considered to be employed.Employment rate: Employment rate is the ratio of employedpersons to the non-institutional working age population.Persons unemployed: The unemployed comprises all persons 15years of age and over who were not employed (neither worked forprofit, payment in kind or family gain at any job even for one hour,who have no job attachment) during the reference period whohave used at least one channels for seeking a job during the lastthree months and were available to start work within two weeks.Ayrıca, üç ay içinde başlayabileceği bir iş bulmuş ya da kendiişini kurmuş ancak işe başlamak ya da işbaşı yapmak için çeşitlieksikliklerini tamamlamak amacıyla bekleyenler de işsiz nüfuskapsamına dahildirler.İşsizlik oranı: İşsiz nüfusun işgücü içindeki oranıdır.İşgücüne dahil olmayanlar: İşşiz veya istihdamda bulunmayankurumsal olmayan çalışma çağındaki nüfustur.Persons who have already found a job and will start to workwithin 3 months, or established his/her own job but were waitingto complete necessary documents to start work were alsoconsidered to be unemployed.Unemployment rate: Is the ratio of unemployed persons to thelabour force.Persons not in labour force: Includes persons who are neitherunemployed nor employed and 15 years of age and over.130
