Zoning Bylaws <strong>of</strong> the <strong>Town</strong> <strong>of</strong> <strong>Hull</strong> Page 1-4646-4. Procedures - Each application for a special permit shall be accompanied by:a. A site plan showing all existing and proposed structures and appurtenances, any changes toexisting grade, and all boundary/ property lines and easements. The Building Commissionermay require a certified plan.b. A floor plan, drawn to scale, <strong>of</strong> the dwelling showing each <strong>of</strong> the bed and breakfast units andthe access to, and egress from, each such unit, and each unit's relationship to an adequatebathroom. The area(s) where breakfast is to be prepared and served shall be designated.c. An <strong>of</strong>f-street parking plan showing that one <strong>of</strong>f-street parking space per bed and breakfastunit shall be provided on the site, or that adequate <strong>of</strong>f-street parking can be provided withoutcausing undue burden to the neighborhood. Off-street parking shall be prohibited from theprescribed building front setback area and restricted to the sides and rear <strong>of</strong> the premises.d. A written statement from the town Treasurer/Collector stating that all municipalencumbrances are current or under proper agreemente. A presentation <strong>of</strong> all proposed exterior structural changes sufficient to show that thearchitectural character <strong>of</strong> the dwelling is maintained as a single family home.Section 47 - Guidelines for Issuance <strong>of</strong> Special Permit for Family Day Care Home47-1. In determining whether a special permit should be granted the Board <strong>of</strong> Appeals shall make adecision based on the following guidelines, requirements, and considerations:a. the petitioner shall present a certified copy <strong>of</strong> a license or provisional license issued to itunder M.G.L. Chapter 28A, Section 10:b. via publication and notice <strong>of</strong> the public hearing on the application <strong>of</strong> the Board <strong>of</strong> Appealsshall assess the support <strong>of</strong> or objection to the proposed facility in the particularneighborhood, that the use is not substantially more detrimental to the established or futurecharacter <strong>of</strong> the neighborhood and does not derogate from the intent or purpose <strong>of</strong> thisbylaw;c. adequacy <strong>of</strong> existing or proposed facilities to meet the needs <strong>of</strong> the number <strong>of</strong> participants forwhich the facility is licensed; including: (1) indoor facilities, (2) outdoor facilities, and (3)structural considerations;d. adequacy <strong>of</strong> parking; ande. the Board <strong>of</strong> Appeals may make inquiry <strong>of</strong> the petitioner, and require the disclosure, as to thefinancial considerations and the organizational arrangements <strong>of</strong> the principals <strong>of</strong> theoperation;f. subjecting the Special Permit to such restrictions and conditions as the Board <strong>of</strong> Appealsdeems meet and proper.47-2. In no event shall a special permit granted hereunder run for a period <strong>of</strong> longer than two years.Upon expiration <strong>of</strong> said two-year period the petitioner shall be responsible for re-applying to theBoard for further permits as required. Should the Office for Children revoke, rescind, or cancelthe license issued to the petitioner under M.G.L., Chapter 28A, Section 10, any special permitissued hereunder shall immediately lapse and become null and void. The Special Permit shall beapplicable to the petitioner alone and shall not be transferable to any other person or location.
