Men’s and Women’sCommittee Actionsfor 2006-07Men’s ReportDiscussions at the 2006 Men’s Basketball Rules Committee’s annualmeeting centered on the future of the court markings yet again and nochanges were recommended based on the lengthy discourse. The mostsignificant change that will be noticed on this front is that the committeeis no longer collecting data related to extending the three-point line orwidening the lane because the committee has years of data from which todraw. This is not an indication that the issue has been dismissed from theminds or the agenda of the committee. While the issue will continue to bedebated among the membership and the rules committee, it should be notedthat the earliest a recommendation could go into affect would be the 2008-09 season because a one-year implementation period is required for ruleschanges with significant financial implications. In the meantime, it is notnecessary to make changes to the current court markings.Teams will be asked to experiment with eliminating the first lane spacenearest the basket on each side of the lane and using the present, second,third and fourth lane spaces on each side of the lane during free-throwattempts. This format eliminates the use of the first lane space and the 1 footby 8 inches neutral zone (block) and brings the defensive player farther fromthe basket. This addresses the common concern that the defensive player islocated too far underneath the basket to effectively rebound the ball.The most significant rules change in the book this year will not be effectiveuntil the 2010 season when all Division II and Division III institutions willbe required to have 10th of a second game clock displays, red lights or LEDlights, and shot clocks mounted and recessed behind the backboard. Thesehave been requirements in Division I since 2002-03 but were not requiredin Divisions II and III because of financial concerns. (Financial hardship isthe only reason playing rules can be federated.)BR-10
