PrefaceSportsmanshipThe primary goal of the rules is to maximize the safety <strong>and</strong> enjoyment ofthe student-athlete. Sportsmanship is a key part of that goal. Sportsmanshipshould be a core value in behavior of players <strong>and</strong> bench personnel, in crowdcontrol by game management <strong>and</strong> in the officials’ proper enforcement of therules governing related actions.The <strong>NCAA</strong> Men’s <strong>and</strong> Women’s <strong>Basketball</strong> <strong>Rules</strong> <strong>and</strong> Interpretationshave been designated as either administrative rules or conduct rules.Typically, administrative rules are those dealing with preparation for thecontest. The conduct rules are those that deal directly with the playing of thecontest. Some administrative rules (as indicated) may be altered by mutualconsent of the competing institutions. Others (as indicated) are unalterable.No conduct rule may be changed by mutual consent. All <strong>NCAA</strong> memberinstitutions are required to conduct their intercollegiate contests accordingto these rules.In the 2006 Men’s <strong>and</strong> Women’s <strong>Basketball</strong> <strong>Rules</strong> <strong>and</strong> Interpretations, theadministrative rules that may be altered by mutual consent of the competinginstitutions are Rule 1, Sections 2, 3, 17, 19 <strong>and</strong> 20. The administrative rulesthat may not be altered are Rule 1, Sections 4 through 7, 15, 16 <strong>and</strong> 18;Rule 2, Section 1; <strong>and</strong> the free-throw lane diagram. All of the other rules areconduct rules <strong>and</strong> may not be altered.The rules are divided into articles for ease of reference. Equipment/apparel rules that are of concern primarily to manufacturers are containedin the rules supplements, which follow this section.
