MEN'S AND WOMEN'S COMMITTEE ACTIONS FOR 2006-07BR-15Although this situation does not happen frequently, it was not previouslycovered in the book.In an effort to maintain the look of uniformity among players on the team, the committees will specify that compression pants or undergarments shallnot extend below the game pants. Undershirts shall not extend below theelbow. Only sleeves worn for medical purposes will be allowed. Wristbandsand headbands may be white or the dominant color of the game jersey.Last season, a rule change was implemented that did not require the resetof the shot clock if it showed 15 or more seconds remaining. If 15 or fewerseconds remained, the shot clock was set to 15. To avoid confusion, the rulewill now state that if 14 or fewer seconds remain on the shot clock, it willbe set to 15 seconds.A long-accepted interpretation about screening will be added to the rulesbook this year. The definition of screening will include the concept that thenormal stance of a screener shall be approximately shoulder width. Finally, for institutions that have new shot clocks that are equipped withLED lights on the shot clock itself, these lights may be used but shouldonly be activated for a shot-clock violation. Shot clocks with LED lightsare newly available to the market and were not previously addressed in therules. The LED lights have the capability to activate at 0:00 on the gameclock, but the committee does not want to create confusion in the situationwhen the expiration of the shot clock and the expiration of the game clockare in close proximity.Women’s Changes for 2006-07Each change or altered segment is identified in the text by a gray shadedbackground. The “old” section reference is from last year’s book. The “newpage” reference is this book’s page number.Old Rule 1-17, new page 39. Starting with the 2010 season, Division IIand III institutions will be required to have a game clock with a 10th-ofa-seconddisplay, a red light or LED lights and shot clocks mounted andrecessed behind the backboard.Old Rule 1-17, new page 39. An indirect technical foul will be assessed tothe Division I home team at the beginning of each game when a game clockwith a 10th of a second display, a red light or LED lights and shot clocksmounted and recessed behind the backboard are not available.
