MEN'S AND WOMEN'S COMMITTEE ACTIONS FOR 2006-07BR-13Old Rule 5-9.3.a, 5-10.1.a, new pages 113 <strong>and</strong> 115. A timeout shall not berecognized when an airborne player’s momentum carries him either out-ofboundsor into the backcourt.Old Rule 5-10.22, new page 121. During games that do not have mediapresent, a 75-second timeout shall be charged when an appeal for acorrectable error is not correctable. When a 75-second timeout is notavailable, a 30-second timeout shall be used.Men’s Approved ExperimentationThe committee will collect data on the elimination of the first lane spacenearest the basket on each side of the lane, thus the defensive player shallline up above the neutral zone (block). The present second, third <strong>and</strong> fourthlane spaces on each side of the lane shall be used during free-throw attempts.Besides feedback from coaches, officials <strong>and</strong> coordinators of officials, thecommittee will be looking at the frequency distribution of defensive <strong>and</strong>offensive rebounding after a missed free throw <strong>and</strong> the number of fouls <strong>and</strong>violations that occur during experimental games.This experimental rule is required to be used in certified games. Inaddition, the rule should be used during exhibition games in all threedivisions. Because the experiment is only required for certified games,which applies to Division I only, feedback from Divisions II <strong>and</strong> III isparticularly important during these preseason games.Women’s ReportExtending the three-point line <strong>and</strong> using the 10-second backcourt rulewill once again be experimental rules for the women’s game this year.While feedback the committee has collected indicates that there is notoverwhelming support for the three-point line moving to 20 feet, 6 inches,it is important to continue to experiment <strong>and</strong> collect data. In analyzing thedata collected to this point, the committee has determined that the currentline is serving our game well. However, it is important for the committee tomonitor the game’s progress <strong>and</strong> growth so that it knows when it is time tomake a change to the playing rules.
