MEN'S AND WOMEN'S COMMITTEE ACTIONS FOR 2006-07BR-19Major Concern for MenAirborne Player/Excessive or Severe Contact. When a player is airborneattempting a lay-up, any excessive contact by an opponent shall be anintentional personal foul, even when the opponent is legitimately attemptingto play either the ball or the player. When the contact is severe, a flagrantpersonal foul shall be assessed.The airborne player is in a position of vulnerability <strong>and</strong> any contact thatis excessive or severe shall be penalized.Points of Emphasis for WomenDisplacementOf the five displacement areas contained in this point of emphasis, two(post play <strong>and</strong> ball h<strong>and</strong>ler/dribbler) remain areas of concern. Illegal activityin the other three areas (cutting, screening <strong>and</strong> rebounding) has improved;but officials <strong>and</strong> coaches must remain diligent in these areas to maintain thesuccesses gained.The following guidelines have been established to help coaches, players<strong>and</strong> officials achieve a level of play that will allow freedom of movementfor all players on the court <strong>and</strong> make the game a free-flowing, exciting gameto watch. Officials must enforce these guidelines to ensure that freedom ofmovement is permitted in the game.Post PlayPost play is still too rough. Players are gaining too much of an advantageby holding <strong>and</strong> displacing their opponents. Coaches must teach players legaltactics while playing the post, <strong>and</strong> officials must penalize illegal tacticswhen they are observed.a. Definition. A post player is defined in Rule 4-52 as any offensive ordefensive player in the lane area with or without the ball with his or herback to the basket. The lane area includes the three-second lane (4-64)<strong>and</strong> approximately three feet just outside the lane.An offensive post player becomes a ball h<strong>and</strong>ler when, while inthe lane area, she turns <strong>and</strong> faces the basket with the ball or movescompletely outside the lane area with the ball.
