RULES SUPPLEMENTSBR-276. Locking Backboard. It is recommended that a locking device/safetyarrester be used for ceiling <strong>and</strong> wall-mount backboard systems that areretracted by motor-pulley cable arrangements.7. Backboard Padding. It is recommended that the required padding forthe backboard be mounted on the backboard by adhesive or materialsuch as Velcro or channel. The bottom <strong>and</strong> each side of the backboardsshall be padded with a Poly High-Car vinyl-type material that meets theBashor resilience test with a range of 20-30.A lavaliere-type microphone properly positioned in the crease of thebackboard padding or between padding <strong>and</strong> backboard is permitted sinceit is not located on the padding <strong>and</strong> does not interfere with a live ball orcreate a safety hazard.8. Ring. The design of the ring <strong>and</strong> its construction should be such asto maximize player safety. A movable basket ring shall have reboundcharacteristics identical to those of a non-movable ring. The pressurereleasemechanism should maximize these characteristics, as well asprotect both the ring <strong>and</strong> backboard.9. Ring Testing. For Division I men, all competitive rings shall be testedfor rebound/elasticity once before the season (July 15-October 15) <strong>and</strong>once before the postseason. This should be done with a non-mechanical,tamper-proof, computational testing device that determines the amountof energy absorption as a calibration. It is recommended that movablerings be field adjustable. The rebound elasticity requirement for DivisionI men shall be 35 to 50 percent energy absorption <strong>and</strong> be within a fivepercent differential between baskets on the same court.This season, it is recommended that all competitive rings for men betested for rebound/elasticity once before the season <strong>and</strong> once before thepostseason. It is recommended for women in all divisions that such testingbe done three times during the season. It is recommended further forboth men <strong>and</strong> women in all divisions that basket ring loads be transferredto the support system by a single strut boom behind the backboard, orto the backboard frame. The pressure-release/elasticity mechanism onmovable rings may be field adjustable. When released, the ring shallnot rotate more than 30 degrees below the original horizontal position.After release <strong>and</strong> with the load no longer applied, the ring shall returnautomatically <strong>and</strong> instantaneously to its original position.
