MEN'S AND WOMEN'S COMMITTEE ACTIONS FOR 2006-07BR-11On the court this season, a timeout shall not be recognized when a playeris airborne <strong>and</strong> momentum is carrying him/her either out-of-bounds or intothe backcourt.When a player must be replaced because of disqualification, injury orblood before the administration of multiple free throws, all substitutes whohave legally reported into the game before that player had been replacedshall be allowed to enter. This change was initiated because it will not causedelay to the game.During games that do not have media present, a 75-second timeout ischarged when an appeal for a correctable error is not correctable. Whena 75-second timeout is not available, a 30-second timeout shall be used.This change provides consistent application of the use of timeouts for nonelectronic<strong>and</strong> electronic media games.In an effort to maintain the look of uniformity amongst players on theteam, the committee has specified that compression pants or undergarmentsshall not extend below the game pants. Undershirts shall not extend belowthe elbow. Only sleeves worn for medical purposes will be allowed.Wristb<strong>and</strong>s <strong>and</strong> headb<strong>and</strong>s may be white or the dominant color of the gamejersey.Last season, a rule change was implemented for an intentionally kickedball that did not require the reset of the shot clock when it showed morethan 15 seconds remaining. When 15 or fewer seconds remained, the shotclock was set to 15. To improve its application, the rule now states that when14 or fewer seconds remain on the shot clock, it will be set to 15 seconds.Furthermore, when the intentional kick occurs with 15 or more seconds,there shall be no reset of the shot clock.A long-accepted interpretation about screening will be added to the rulesbook this year. The definition of screening will include the concept that thenormal stance of a screener shall be approximately shoulder width.Finally, for institutions that have new shot clocks that are equipped withLED lights on the shot clock itself, these lights may be used but shouldonly be activated for a shot-clock violation. Shot clocks with LED lightsare newly available to the market <strong>and</strong> were not previously addressed in therules. The LED lights have the capability to activate at 0:00 on the gameclock, but the committee does not want to create confusion in the situation
