A 10 of 14GSM-R Industry Group4 meetings attendedThe GSM-R Industry Group (IG) works with two permanent groups, a technical IG (TIG) and a marketinggroup.With the participation of the GSM-R project manager and the chairman of OG we are in a position toexplain to TIG functional and technical requirements and to clarify the railways’ needs.The meetings have been partly fruitful, even if the outcome is not always as quick as expected. Owing tothe rising number of implementations the backlog of work for the IG is increasing. A new way of resolvingthis issue has been developed but the backlog remains. OG has tried to prioritise the necessary work tofacilitate progress, to ensure the critical items are addressed first.INTEGRERNSTThe work on INTEGRERNST is ongoing between Sweden and Germany. Investigations on the Swedishside concerning the legal framework have led to the result that the national authority in Sweden does notsee any impact. A similar request to the German national authority showed the same result.The situation between Banverket & DB-Telematik remains unchanged because the upgrading of theformer’s network was not successful.Positive indications were raised in December 2006, as a result of which final tests are to be carried out bythe end of February 2007. Issue of a final report is expected at this point.In the meantime some tests were carried out with Norway showing that integration of INTEGRERNST isboth possible and successful.With these activities the project will be closed. Further activities in this field will have to be carried out atthe railways’ own expense.GPRS and ASCI for ETCSFollowing a first check of available GPRS documentation related to ETCS in September 2004, a workinggroup was set up consisting of members from FG, OG and the GSM-R Industry group, with Detica tosupport the work. After the first two meetings it was decided to include also representatives from the EEIG

The work now also covers a survey onhalf-rate data, call set-up times and requirements and Quality of Service - all features that were addressedat an early stage in 1999, when GPRS was first seen as a means of achieving improved datatransmission.As we are not able to test GPRS together with ETCS, because there are no products and also becausethe ETCS application is not ready to work with GPRS, we have changed the remit for this work to thecreation of a White Paper to describe the way forward, with support from GSM-R Industry and UNISIG.This White Paper was completed by July 2006 and presented in a workshop conducted by UIC inSeptember 2006 in Paris. In the meantime CER and EIM have raised a CR to ERA for inclusion inETCS SRS version 3.0.0. This CR is now handled in a separate working group at ERA level with theparticipation of UIC. The proposal to carry out measurements on QoS with GPRS is strongly supported byERA and requested by industry.Update of MORANE documentsAfter much delay over selection and prioritisation of documents to be updated, extent of the undertakingand subsequent contractual negotiations, the work is at last due to be finalized.After final approval of the documents in ERIG they will be published and will be available for the railways.5. Comparison of planned activities with work accomplishedINTEGRERNST and the GPRS/ASCI work are delayed, for the reasons described above, and it is nowexpected that the extension of the work will continue up till mid-March 2007, when the necessary updateon the Swedish network and the resulting tests have been carried out.Work on the Telco Inventory and on the White Paper for GPRS are finalized. The next steps have startedand will lead to a measurement campaign in 2007. The work on Telco Inventory will also move into a newphase in 2007.Previously-reported concerns regarding the contribution of the GSM-R Industry Group to the work of theproject remain. Areas of particular dissatisfaction are the handling of Change Requests, where there is stilla significant backlog of CR’s for approval, and the provision of input to the work of certain ad hoc groups,where delayed responses have severely impeded progress. The work of the Border Crossing sub-grouphas been particularly affected, with responses regarding inter-PLMN handover and internationalnumbering awaited over much of the year.The project also continues to suffer from restricted availability of appropriately experienced personnel,because most of the work has to be done on voluntary basis. Those who would be prepared to do thework are heavily involved in their national implementations.
