Activities planned for the next yearBeside the activities already described in the project plan, the intensification of contacts with railwaysremains a key objective. Experiences of visits to implementing railways have shown that direct contactsresult in significant progress in the work, because the understanding of requirements and processes isenhanced. This has been demonstrated by the experience with China over recent years, and interest hasbeen shown by other railways outside Europe.The increasing number of visits to Europe also demonstrates that the interest is there. I have nowpersonally guided seven visits to Germany, and always using the opportunity to explain the important roleof the UIC in this field.Effort from the UIC side will continue to be vital, both to support GSM-R within and outside Europe andto defend GSM-R against TETRA. One of the main fields of interest will be the Russian area.Concerning China it is intended to offer regular consultations - in China - to provide them with the currentspecifications and explanations. The costs for these trips should be borne by China Railways as acontribution to the project. Another visit to China took place in November 2006 with participation of UICheadquarters staff. The results have been published in the UIC’s electronic newsletter.The work on Operational Rules has shown that even more effort is needed to reduce national rules andto reach the goal of mainly harmonized rules.Closure of several ad-hoc groups is anticipated early in 2007 (see OG Chairman’s report to ERIG #32),with results presented to ERIG.Preparations for the UIC ERTMS conference in Autumn 2007 will be finalised.Contacts with the new ERIG members (China, Greece, Yugoslavian Railways, Baltic railways, Russia)need to be formalised and strengthened.Continued work on GSM-R planning activities for the EU ETCS corridors, to ensure that these arecovered.7. Management and co-ordination aspectsAs mentioned above - and reported in 2004 & 2005 - the problem remains of securing suitably qualifiedstaff from the railways to work on a voluntary basis: some railways are very reluctant to provide the projectwith such manpower. Similarly, the departure of well-trained personnel from the railways into other fieldshas an adverse impact, with consequential additional work to train newcomers.The new role of ERA may also have an impact on future work. The existing permanent working groupsmight be more involved in the work as a forum of technical expertise. Requests from CER and EIM havebeen discussed, but not yet officially answered by the UIC HQ.The recently-created ERTMS platform needs also reconsideration. As EEIG is now seen as the technicalbody for ETCS on behalf of CER and EIM the work with EEIG has to be reinforced.

A 13 of 14The project continues to experience difficulties over timely payment by the UIC of invoices approved andsubmitted by the Project Manager.8. Re-scheduling of the project, output elements and deliverablesThe ERTMS/GSM-R project was expected to close at the end of 2006, but experience indicates that anextension up to at least 2010 is necessary. One of the reasons for this request is the delay inimplementation in several countries. In parallel with increasing implementations we have an increasingnumber of implementation reports asking for advanced information and interpretation. Even if it appearsthat GSM-R is widely available, most implementations will in fact occur in the years 2007 to 2010. Supportand updating of the specifications are therefore still needed.A budgetary proposal, project plan and new structure will be presented soon. The workload is alsodependent on future organisation, availability of resources and the impact of the connection to the ERA.9.
