Financial AssistanceS t a t e w i d eU.S. Department of Agriculture continued ...Program: Biomass Crop Assistance Program (BCAP)DescriptionThe Biomass Crop Assistance Program (BCAP) is a voluntary program designedto help reduce U.S. reliance on foreign oil, improve domestic energy security,reduce carbon pollution, and spur rural economic development and jobcreation. This is achieved through incentives to establish, cultivate, and harvestbiomass for heat, power, bio-based products, and biofuels. Matching paymentsare available for agricultural and forest land owners and operators for thecollection, harvest, storage, and transportation (CHST) of eligible material foruse in a Biomass Conversion Facility (BCF). Cost shares are available for theestablishment of perennial biomass crops, and annual rental payments areavailable for maintaining eligible biomass crops. Renewable biomass consistingof both herbaceous and woody biomass crops is eligible under this program.WV economic development is assisted through job creation related to thecollection, harvest, storage, and transportation of the biomass crops along withthe increase in power, heat, bio-based products, and biofuels opportunitiescreated among industry. Furthermore, development is assisted throughreducing the financial risk of growing crops at an unexplored scale.EligibleApplicantsEligible applicants for BCAP incentives include a producer of an eligiblecrop, including a person or entity with the legal right to collect or harvesteligible material.Through the collection, harvest, storage, and transportation of biomassmaterial, numerous opportunities present themselves for job creation.Likewise, with the delivery of materials to a facility that produces heat, power,bio-based products, or biofuels, the creation and expansion of industry hasnumerous possibilities.D–10 B U S I N E S S R E S O U R C E D I R E C T O R Y
