Jainagar, District Kodarma inJharkhand by M/s Jupiter Ispat Private Limited - regarding Environmental ClearanceThe project authorities and <strong>the</strong>ir consultant, M/s Visiontek Consultants, Bhubaneswar gave adetailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmental protectionmeasures to be undertaken as per Terms <strong>of</strong> References (TORs) awarded during <strong>the</strong> 9 th meeting <strong>of</strong> <strong>the</strong><strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry - 1) held on 7 th – 8 th April, 2010for preparation <strong>of</strong> EIA/EMP.Theproposed project is a Category B project as per <strong>the</strong> Schedule <strong>of</strong> EIA Notification 2006 and appraised by<strong>the</strong> SEIAA/SEAC. However, due to absence <strong>of</strong> SEIAA for Jharkhand, <strong>the</strong> proposal is appraised by <strong>the</strong><strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) <strong>of</strong> MoEF.M/s Jupitar Ispat Limited have proposed for setting up <strong>of</strong> Coke Oven Plant (2,37,600 TPA), Coalwashery (6,6000 TPA), slurry washery (5,28,000 TPA) and Captive Power Plant (6 MW) at VillageHirodih, P.S. Jainagar, District Kodarma, Jharkhand. Proposed plant will be set up in 40 acres and <strong>the</strong>land is acquired on lease from M/s Jupitar Spun Pipe Company Private Limited. Green belt will bedeveloped in 14.00 acres out <strong>of</strong> total 40 acres. No national park/wild life sanctuary/reserve forest islocated within 10 Km.Akto Nadi and Barakar River flow at a distance <strong>of</strong> 1.5 km and 4 km respectivelyfrom <strong>the</strong> project site. Kodarma town is at 10.5 km. Total cost <strong>of</strong> <strong>the</strong> project is Rs. 88.65 Crores. Power (6.0 MW) will be sourced initially from JSEB andfrom captive power plant at later stage. D.G. sets (500 KVA and 200 KVA) will be installed foremergency use.Coal will be burnt for manufacturinglow ash coke. After processing, coke will be takenout and air quenched. Traveling grate type circular sinter machine will be used for sintering <strong>of</strong> fines.Captive power plant (WHRB) will be installed to make use <strong>of</strong> flue gases generated from <strong>the</strong> coke oven.Ambient air quality monitoring was carried within <strong>the</strong> study area for PM 10 , SO 2 and NOx. Themaximum values <strong>of</strong> <strong>the</strong>se parameters are 42.0µg/m 3 , 18.19 µg/m 3 and 22.89 µg/m 3 respectively. Theresults <strong>of</strong> <strong>the</strong> modeling study indicates that <strong>the</strong> maximum increase <strong>of</strong> GLC for <strong>the</strong> proposed project is0.046 µg/m 3 with respect to <strong>the</strong> PM 10 , 0.07 µg/m 3 with respect to <strong>the</strong> SO 2 and 0.035 µg/m 3 with respectto <strong>the</strong> NOx. The GLC predicted at all receptor locations after <strong>the</strong> proposed expansion are within <strong>the</strong>NAAQS.Particulate matter will increase due to grinding and burning process. Down draft system withtunnel and complete combustion <strong>of</strong> flue gases will be installed in coke ovens to control particulatematters. Non-recovery type <strong>of</strong> coke oven will be provided with external combustion and recuperatorsystem to recover sensible heat from outgoing flue gases before escaping from <strong>the</strong> chimney and used inpower generation through WHRB. Poly-aromatic hydrocarbon (PAH) will be burnt in <strong>the</strong> coke oven itself.Dedusting system and water sprinkler will be provided to control fugitive emissions.Total ground water requirement from bore wells and RWH will be 623 m 3 /day. Permission forground water drawl has been obtained from CGWA, New Delhi vide letter No. 21-4(85)/MER/CGWA/2011-3439, dated 19.04.2012. No liquid effluent will be generated and dischargeddue to adoption <strong>of</strong> closed loop system. Only make up water will be fed into <strong>the</strong> plant. The treatedeffluent will be used for ash conditioning, dust suppression and green belt development. Service water
