viii.ix.Regular monitoring <strong>of</strong> influent and effluent surface, sub-surface and ground water should beensured and treated wastewater should meet <strong>the</strong> norms prescribed by <strong>the</strong> State Pollution ControlBoard or described under <strong>the</strong> E(P) Act whichever are more stringent. Leachate study for <strong>the</strong>effluent generated and analysis should also be regularly carried out and report submitted to <strong>the</strong>Ministry’s Regional Office at Bangalore, SPCB and CPCB.All <strong>the</strong> bag filter dust, raw mill dust, coal dust, clinker dust and cement dust from pollution controldevices should be recycled and reused in <strong>the</strong> process and used for cement manufacturing. Spentoil and batteries shall be sold to authorized recyclers / reprocessors only.x. Efforts shall be made to use low-grade lime, more fly ash and solid waste in <strong>the</strong> cementmanufacturing.xi.xii.xiii.xiv.An effort shall be made to use <strong>of</strong> high calorific hazardous waste in <strong>the</strong> cement kiln and necessaryprovision should be made accordingly.As proposed, green belt shall be developed in at least 33 % area in and around <strong>the</strong> cement plantas per <strong>the</strong> CPCB guidelines to mitigate <strong>the</strong> effects <strong>of</strong> air emissions in consultation with localDFO.All <strong>the</strong> recommendations made in <strong>the</strong> Charter on Corporate Responsibility for EnvironmentProtection (CREP) for <strong>the</strong> Cement plants should be implemented.At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project shall be earmarked towards <strong>the</strong> Enterprise SocialCommitment based on earlier Public Hearing Issues, locals need and item-wise details alongwith time bound action plan shall be prepared and submitted to <strong>the</strong> Ministry’s Regional Office atBangalore. Limited - regarding TORsThe proponent informed that <strong>the</strong>y will not be able to attend <strong>the</strong> meeting. The <strong>Committee</strong> decidedto consider <strong>the</strong> project as and when requested by <strong>the</strong> proponent.37.2.11 Proposed Cement Plant <strong>of</strong> 3.6 MTPA Clinker, 5.5 MTPA Cement along with 100 MW CaptivePower Plant at Village & Taluka Sedam, District Gulbarga in Karnataka by M/s RelianceCement Company Pvt. Limited - regarding TORsThe project authorities and <strong>the</strong>ir consultant, M/s Vimta Labs, Hyderabad gave a detailedpresentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmental protection measures tobe undertaken along with <strong>the</strong> draft Terms <strong>of</strong> Reference for preparation <strong>of</strong> EIA/EMP. Cement Plants withproduction capacity >1.0 MTPA are covered under Category A as per para 3(b) <strong>of</strong> <strong>the</strong> Schedule <strong>of</strong> EIAnotification, 2006 and appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) in <strong>the</strong> MoEF.M/s Reliance Cement Company Pvt. Limited have proposed for Cement Plant <strong>of</strong> 3.6 MTPAClinker, 5.5 MTPA Cement along with 100 MW Captive Power Plant at Village & Taluka Sedam, DistrictGulbarga in Karnataka. The land requirement is 235.0 Ha for Cement Plant and Colony out <strong>of</strong> which 33%will be developed as green belt/plantation. Additional 70 Ha has been considered for Rail Corridor, OLBCand Approach Road. The project site involves 100% Private Land. There are no habitats within <strong>the</strong>cement project site. The cost <strong>of</strong> <strong>the</strong> project is Rs. 2,600 Crores.The main raw material, Lime Stone <strong>of</strong> 5.4 MTPA will be sourced from Captive Limestone mines(Tilkur & Hebal Mines - 5.0 MTPA) and Sanghavi Mines -0.4 MTPA). The TOR for <strong>the</strong> both <strong>the</strong> mineshas been approved by EAC-Mining <strong>Committee</strong>. To evaluate cumulative impact, single EIA report
