xxvii). Vehicular emissions shall be kept under control and regularly monitored. Measures shall betaken for maintenance <strong>of</strong> vehicles used in mining operations and in transportation <strong>of</strong> mineral.xxviii). Risk and Disaster Management Plan along with <strong>the</strong> mitigation measures should be preparedand a copy submitted to <strong>the</strong> Ministry’s Regional Office at Bangalore, KSPCB and CPCBwithin 3 months <strong>of</strong> issue <strong>of</strong> environment clearance letter.xxix). Final Mine Closure Plan along with details <strong>of</strong> Corpus Fund shall be submitted to <strong>the</strong> Ministry<strong>of</strong> Environment & Forests 5 years in advance <strong>of</strong> final mine closure, for approval.xxx).The company shall comply with <strong>the</strong> commitments made during public hearing held on2 nd March, 2012 and a separate budget for implementing <strong>the</strong> same shall be allocated andinformation submitted to <strong>the</strong> Ministry’s Regional Office at Bangalore.xxxi). At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project should be earmarked towards <strong>the</strong> EnterpriseSocial Commitment based on public hearing issues and item-wise details along with timebound action plan shall be prepared and submitted to <strong>the</strong> Ministry’s Regional Office atBangalore. Implementation <strong>of</strong> such program should be ensured accordingly in a time boundmanner.xxxii). District in Andhra Pradesh by M/s India Cement LimitedregardingEnvironmental ClearanceThe project authorities and <strong>the</strong>ir consultant, M/s Pioneer Enviro Laboratories & Consultants Pvt.Ltd.,Hyderabad gave a detailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposedenvironmental protection measures to be undertaken as per Terms <strong>of</strong> Reference (ToRs) awarded during<strong>the</strong> 22 nd <strong>Meeting</strong> <strong>of</strong> <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) held during 18 th -19 th April 2011 forpreparation <strong>of</strong> EIA/EMP.All <strong>the</strong> cement plants (>1.0 MTPA) are listed at S.No. 3(b) under Category A <strong>of</strong><strong>the</strong> Schedule <strong>of</strong> EIA Notification 2006 and appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) <strong>of</strong>MoEF.M/s. India Cement Ltd. is an existing plant having clinkerisation and cement plant at ChilamkurVillage, Yerraguntla Mandal, Y.S.R. District in Andhra Pradesh. It is proposed to enhance <strong>the</strong> clinkerproduction capacity from 1.386 MPTA to 1.485 MTPA by optimization <strong>of</strong> process/operations.Totalexisting project area is 579.88 Acres and <strong>the</strong> enhancement <strong>of</strong> Clinker capacity will be done within <strong>the</strong>existing plant premises only. About 223 acres <strong>of</strong> area has already been developed under greenbelt.There will not be any additional investment for <strong>the</strong> proposed Clinker capacityenhancement.Kosinepalle RF is present at distance <strong>of</strong> 3.5 Kms. from <strong>the</strong> project site. Nearest villageChilamakur is at a distance <strong>of</strong> 1.9 Kms. from <strong>the</strong> project site. No national parks / biosphere reserves /ecologically sensitive areas are located within 10 km radius <strong>of</strong> <strong>the</strong> project area. Penneru Riverflows at adistance <strong>of</strong> 9.0 Kms. from <strong>the</strong> project site. Public hearing for <strong>the</strong> existing plant was held on 29 th March,2007 under <strong>the</strong> EIA Notification, 2006.Following is <strong>the</strong> existing and proposed plant configuration:Product Existing Enhancement After EnhancementClinker 1.386 MTPA 0.099 MTPA 1.485 MTPACement 1.650 MTPA NIL 1.650 MTPARaw material required for <strong>the</strong> proposed enhancement capacity will be Limestone (156 TPD), Ironore (161 TPD), Laterite/Bauxite (121 TPD), Coal (23 TPD).
