ETP waste (5MTPA) will be packed in bags and stored in designated area, which will be sent to landfill site <strong>of</strong> M/sGEPIL, Silvassa for final disposal. Yarn waste (250 MTPA) will be packed in bags and stored indesignated area, which will be recycled back/sold to actual users. Used oil (12 KLPA) will be stored indrums and sold to registered refiners/sent to TSDF site. Empty drums/bags (5 lacs per annum) will bestored at a separate storage area and reused for packing/sold to authorized scrap vendor.Public hearing was exempted by categorizing <strong>the</strong> project as category B2 as <strong>the</strong> polyester chipswill be purchased and <strong>the</strong>re is no acquisition <strong>of</strong> additional land for <strong>the</strong> expansion and <strong>the</strong>re will be zerodischarge <strong>of</strong> effluent.After detailed deliberations, <strong>the</strong> <strong>Committee</strong> has recommended <strong>the</strong> proposal for environmentalclearance subject to stipulation <strong>of</strong> following specific conditions along with o<strong>the</strong>r environmentalconditions:i. It is noted that <strong>the</strong> project does not fall within 100 m distance from <strong>the</strong> boundary <strong>of</strong> Dadra andNagar Haveli Wildlife Sanctuary. The company shall obtain necessary clearance under <strong>the</strong>Wildlife (Protection) Act, 1972 from <strong>the</strong> National Board for Wild life as may be applicable in thiscase.ii.iii.iv.The company shall install wet scrubber and bag filters etc. to control <strong>the</strong> particulate emissionsbelow 50 mg/Nm 3 .The National Ambient Air Quality Standards issued by <strong>the</strong> Ministry vide G.S.R. No. 826(E) dated16 th November, 2009 should be followed.Gaseous emission levels including secondary fugitive emissions from all <strong>the</strong> sources shall becontrolled within <strong>the</strong> latest permissible limits issued by <strong>the</strong> Ministry vide G.S.R. 414(E) dated 30 thMay, 2008 and regularly monitored. Guidelines / Code <strong>of</strong> Practice issued by <strong>the</strong> CPCB should befollowed.v. The total water requirement shall not exceed 470 KLD and Permission shall be obtained to draw<strong>the</strong> water from <strong>the</strong> ground water from <strong>the</strong> State Ground Water Board /Central Ground WaterAuthority as may be applicable to this case.vi.vii.viii.ix.Efforts shall be made to make use <strong>of</strong> rain water harvested. If needed, capacity <strong>of</strong> <strong>the</strong> reservoirshould be enhanced to meet <strong>the</strong> maximum water requirement. Only balance water requirementshall be met from o<strong>the</strong>r sources.Risk & Disaster Management Plan along with <strong>the</strong> mitigation measures shall be prepared and acopy submitted to <strong>the</strong> Ministry’s Regional Office at Bhopal, SPCB and CPCB within 3 months <strong>of</strong>issue <strong>of</strong> environment clearance letter.As proposed, green belt shall be developed in 33 % <strong>of</strong> <strong>the</strong> plant area. Selection <strong>of</strong> plant speciesshall be as per <strong>the</strong> CPCB guidelines in consultation with <strong>the</strong> DFO.At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project shall be earmarked towards <strong>the</strong> Enterprise SocialCommitment based on locals need and item-wise details along with time bound action planshould be prepared and submitted to <strong>the</strong> Ministry’s Regional Office at Bhopal. Implementation <strong>of</strong>such program should be ensured accordingly in a time bound manner.37.3.4 Proposed Coke Oven Plant (1,20,000 TPA), Sinter Plant (1,20,000 TPA), and Captive PowerPlant (1.5 MW) at Village Hirodih, P.S. Jainagar, District Koderma, Jharkhand by M/s JupitarCoke & Energy Private Limited - regarding Environmental ClearanceThe project authorities and <strong>the</strong>ir consultant, M/s Visiontek Consultants, Bhubaneswar gave adetailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmental protectionmeasures to be undertaken as per Terms <strong>of</strong> References (TORs) awarded during <strong>the</strong> 12 th meeting <strong>of</strong> <strong>the</strong>
