Rolling Mill -----21 MW (8MW WHRBand 13MW FBC)1,27,500TPA(7 Stands)21 MW1,27,500 TPAThe committee recommended replacing 2X65 m 3 BF with a higher capacity BF and was agreedby <strong>the</strong> proponent.Raw material requirement for expansion will be – Sponge Iron (1,20,400 TPA)manufactured in-house and 90,300 TPA from outside, Iron ore lumps (85,100 TPA), Iron ore fines(78,700 TPA), Scrap (15,520 TPA), Limestone (25,200 TPA), coal (74,000 TPA), coke & coke fines(71,900 TPA), and o<strong>the</strong>r fluxing and alloying agents will be used as raw materials. No charcoal will beused as reducing agent or in any o<strong>the</strong>r process. All <strong>the</strong> dolochar (31,200 TPA) generated will be used inhousein FBC furnace <strong>of</strong> captive power plant. Power (27 MW in final phase) will be sourced from CPP(21 MW) and JSEB (6 MW).Electrostatic precipitator (ESP), bag filters and dust collectors will be provided for air pollutioncontrol. Pulse jet bag filters will be provided to steel melting shop (SMS) and ESP will be provided tocaptive power plant. Bag filters will be provided in coal crushing and coal handling area <strong>of</strong> FBC basedpower plant as well as blast furnace raw material handling area. Dust extraction system such as dustcyclones, bag filters etc. will be provided at all transfer points, conveyor points, crushing and screeningunits, storage building etc. Dust suppression comprising <strong>of</strong> spray nozzles, piping network & pump wouldbe provided.Make up water requirement <strong>of</strong> 320m 3 /hr will be met from River Damodar for which necessarypermission has been obtained. Closed circuit recycle system will be adopted in <strong>the</strong> proposed plant. Thewastewater generated from <strong>the</strong> power plant will be used for ash quenching, sprinkling in <strong>the</strong> coal yardand dust suppression. Treated wastewater from SMS and CCM will be recycled for washings and dustsuppression etc. Guard pond will be provided for aeration and dosing <strong>of</strong> pH corrective. Neutralizing pitfor <strong>the</strong> treatment <strong>of</strong> DM Plant regeneration will be provided. The treated water will be recycled for plantuse and horticulture application. Domestic effluent will be routed to a STP and <strong>the</strong> treated effluent will beused for green belt development. No effluent will be discharged and zero discharge will be adopted.Dust from Sinter Plant will be reused. The slag, dust from APC devices and scrap <strong>of</strong> EAF will besafely disposed on land, used for road construction and reused in furnace respectively. The slag fromMBF will be grinded, granulated &supplied to cement plant and <strong>the</strong> dust & sludge from gas cleaning willbe reused in sinter plant. Fly ash from CPP will be used for manufacture <strong>of</strong> fly ash bricks & cementindustries and bottom ash will be used for filling low lying areas. Waste/used/spent oil and used batterieswill be sold to authorized recyclers / re-processors.After detailed deliberations, <strong>the</strong> <strong>Committee</strong> prescribed following TORs for undertaking detailedEIA/EMP study:1. Executive summary <strong>of</strong> <strong>the</strong> project2. The proposed 2X65 m 3 BF shall be replaced with a higher capacity BF3. Photographs <strong>of</strong> <strong>the</strong> existing and proposed plant area.4. Compliance to <strong>the</strong> conditions stipulated for existing capacity in <strong>the</strong> environmental clearanceand NOC obtained from <strong>the</strong> SPCB.5. Recent monitoring report from SPCB, which shall include data on AAQ, water quality, solidwaste etc. shall be submitted.6. Has <strong>the</strong> unit received any notice under <strong>the</strong> Section 5 <strong>of</strong> Environment (Protection) Act, 1986 orrelevant Sections <strong>of</strong> Air and Water Acts? If so, compliance to <strong>the</strong> notice(s)7. A line diagram/flow sheet for <strong>the</strong> process and EMP8. Coal linkage documents9. A copy <strong>of</strong> <strong>the</strong> mutual agreement for land acquisition signed with land oustees.
