9. Efforts shall be made to make use <strong>of</strong> rain water harvested. If needed, capacity <strong>of</strong> <strong>the</strong> reservoirshall be enhanced to meet <strong>the</strong> maximum water requirement. Only balance water requirementshall be met from o<strong>the</strong>r sources.10. Waste from <strong>the</strong> hard coke unit, shall be provided to <strong>the</strong> briquette manufacturing units. Coal andcoke fines shall be recycled and reused in <strong>the</strong> process. The bag filter dust shall be used for landfilling. The waste oil shall be properly disposed <strong>of</strong>f as per <strong>the</strong> Hazardous Waste (Management,Handling, Handling and Transboundary Movement) Rules, 2008.11. As proposed, green belt shall be developed in 33% <strong>of</strong> plant area within and around <strong>the</strong> projectsite to mitigate <strong>the</strong> impact <strong>of</strong> fugitive emissions as per <strong>the</strong> CPCB guidelines in consultation withlocal DFO.12. The recommendations made in <strong>the</strong> Charter on Corporate Responsibility for EnvironmentProtection (CREP) for <strong>the</strong> Coke Oven Plants shall be implemented.13. Risk and Disaster Management Plan along with <strong>the</strong> mitigation measures shall be prepared and acopy submitted to <strong>the</strong> Ministry’s Regional Office at Bhubaneswar, SPCB and CPCB within 3months <strong>of</strong> issue <strong>of</strong> environment clearance letter.14. All <strong>the</strong> commitments made to <strong>the</strong> public during <strong>the</strong> Public Hearing / Public Consultation meetingheld on 23 rd October, 2011shall be satisfactorily implemented and a separate budget forimplementing <strong>the</strong> same shall be allocated and information submitted to <strong>the</strong> Ministry’s RegionalOffice at Bhubaneswar.15. At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project shall be earmarked towards <strong>the</strong> Enterprise SocialCommitment based on public hearing issues and item-wise details along with time bound actionplan should be prepared and submitted to <strong>the</strong> Ministry’s Regional Office at Bhubaneswar.Implementation <strong>of</strong> such program should be ensured accordingly in a time bound manner.16. The company shall provide housing for construction labour within <strong>the</strong> site with all necessaryinfrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinkingwater, medical health care, crèche etc. The housing may be in <strong>the</strong> form <strong>of</strong> temporary structuresto be removed after <strong>the</strong> completion <strong>of</strong> <strong>the</strong> project.37.2.8 Integrated Cement Project (Clinker - 2.4 MTPA, Cement - 4.0 MTPA, Captive Power Plant - 44MW & Captive Limestone Mine - 3.8 MTPA, 551.36 ha) at Villages Kodla & Benkanhalli, TalukaSedam, District Gulbarga, Karnataka by M/s. Shree Cement Ltd. - regarding EnvironmentalClearanceThe project authorities and <strong>the</strong>ir consultant, MM/s. J.M. EnviroNet Pvt. Ltd., Gurgaon gave adetailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmental protectionmeasures to be undertaken as per Terms <strong>of</strong> Reference (ToRs) awarded during <strong>the</strong> 85 th <strong>Meeting</strong> <strong>of</strong> <strong>the</strong>Reconstituted <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry) held during 23 rd – 25 th September, 2008 forpreparation <strong>of</strong> EIA/EMP. All <strong>the</strong> cement plants (>1.0 MTPA) are listed at S.No. 3(b) under Category A <strong>of</strong><strong>the</strong> Schedule <strong>of</strong> EIA Notification 2006 and appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) <strong>of</strong>MoEF.M/s.Shree Cement Limited has proposed an integrated cement project at Villages Kodla &Benkanhalli, Taluka Sedam, District Gulbarga, Karnataka.Total plant area is 173.32 ha and mining leasearea is 551.36 ha. No eco-sensitive area like National Park, Wildlife Sanctuary, Biosphere Reserve existwithin 10 km radius study area <strong>of</strong> project site. Only one Reserve Forest (Yadagir Reserve Forest) existat 9.1 km in SW direction from project boundary. Total cost <strong>of</strong> <strong>the</strong> project is Rs. 1,050 Crores. Capitalcost for Environmental Protection Measures is Rs. 60 Crores and Recurring Cost is Rs. 1.2Crores/annum.The proposed production capacities are as follows:
