from SMS and CCM will be recycled for washings and dust suppression etc. Guard pond will beprovided for aeration and dosing for pH correction. Neutralizing pit for <strong>the</strong> treatment <strong>of</strong> DM Plant waterwill be provided. The treated water will be recycled for plant use and horticulture application. Domesticeffluent will be routed to a STP and <strong>the</strong> treated effluent will be used for green belt development. Noeffluent will be discharged and zero discharge will be adopted.Fe-Mn slag would be reused for Si-Mnproduction. Slag from Si-Mn production will be stored in waste storage yard and used for roadconstruction and low land filling. The IF/EAF slag will be disposed in engineered landfill. The flue dustwill be sold to pellet making plant.Fly ash will be partly sold to brick manufacturers and balance will bestored in ash mound <strong>of</strong> area 5.09 Acre. Bottom ash will be disposed in ash disposal area.Public hearing is not required due to <strong>the</strong> location <strong>of</strong> project site in Notified Industrial Estate.Environmental Clearance was accorded to <strong>the</strong> Industrial Estate at Jamuria on 6.11.2008.After detailed deliberation, <strong>the</strong> <strong>Committee</strong> recommended <strong>the</strong> project for environmental clearancesubject to submission <strong>of</strong> compliance to <strong>the</strong> conditions stipulated in <strong>the</strong> existing environmental clearance/NOC from SPCB and stipulation <strong>of</strong> following specific conditions along with o<strong>the</strong>r environmentalconditions:1. On-line ambient air quality monitoring and continuous stack monitoring facilities for all <strong>the</strong> stacksshould be provided and sufficient air pollution control devices viz. Electrostatic precipitator (ESP),and bag filters etc. shall be provided to keep <strong>the</strong> emission levels below 50 mg/Nm 3 by installingenergy efficient technology.2. The National Ambient Air Quality Standards issued by <strong>the</strong> Ministry vide G.S.R. No. 826(E) dated16 th November, 2009 should be followed.3. Gaseous emission levels including secondary fugitive emissions from all <strong>the</strong> sources should becontrolled within <strong>the</strong> latest permissible limits issued by <strong>the</strong> Ministry vide G.S.R. 414(E) dated 30 thMay, 2008 and regularly monitored. Guidelines / Code <strong>of</strong> Practice issued by <strong>the</strong> CPCB should befollowed.4. No charcoal shall be used as fuel. Pet coke shall be used as fuel instead <strong>of</strong> charcoal fromunknown sources.5. Dust suppression system and bag filters shall be installed to control <strong>the</strong> fugitive dust emissions atconveyor and transfer points, product handling, loading and unloading points.6. Total water requirement after expansion shall not exceed 202.5 m 3 /hr. The water consumptionshall not exceed as per <strong>the</strong> standard prescribed for <strong>the</strong> steel plants.7. Efforts shall fur<strong>the</strong>r be made to use maximum water from <strong>the</strong> rain water harvesting sources. Ifneeded, capacity <strong>of</strong> <strong>the</strong> reservoir should be enhanced to meet <strong>the</strong> maximum water requirement.Only balance water requirement should be met from o<strong>the</strong>r sources. Use <strong>of</strong> air cooled condensersshall be explored and closed circuit cooling system shall be provided to reduce waterconsumption and water requirement shall be modified accordingly.8. All <strong>the</strong> effluent should be treated and used for ash handling, dust suppression and green beltdevelopment. No effluent shall be discharged and ‘zero’ discharge shall be adopted. Sanitarysewage should be treated in septic tank followed by soak pit.9. Regular monitoring <strong>of</strong> influent and effluent surface, sub-surface and ground water shall beensured and treated wastewater shall meet <strong>the</strong> norms prescribed by <strong>the</strong> State Pollution ControlBoard or described under <strong>the</strong> E(P) Act whichever are more stringent. Leachate study for <strong>the</strong>effluent generated and analysis should also be regularly carried out and report submitted to <strong>the</strong>Ministry’s Regional Office at Bhubaneswar, SPCB and CPCB.
