J-11011/172/2007-IA II (I) dated 27 th September, 2007. Vide letter dated 21 st May, 2012, <strong>the</strong> PP hasrequested MoEF for amendment in <strong>the</strong> above EC for setting up <strong>of</strong> Sinter Plants in <strong>the</strong> existing unit. ThePP has also made a presentation before <strong>the</strong> committee.It was submitted that, due to <strong>the</strong> scarcity <strong>of</strong> calibrated iron ore in <strong>the</strong> market arising out <strong>of</strong> <strong>the</strong> banon mining in <strong>the</strong> Districts <strong>of</strong> Bellary, Chitradurga and Tumkur in Karnataka, <strong>the</strong>y are unable to sourcecalibrated iron ore. To utilize <strong>the</strong> iron ore fines, it is proposed to set up sinter plants <strong>of</strong> 1 MTPA (in 2phases <strong>of</strong> 0.5 MTPA) in <strong>the</strong> existing steel plant. The hot metal capacity and rolling capacity shall remainwith <strong>the</strong> approved limits only as sintering is an intermediate step for use <strong>of</strong> iron ore fines. The recycledwater from power plant blow down will be used for <strong>the</strong> sinter mix and no additional water drawl isrequired. No additional land is required. The transport <strong>of</strong> iron ore fines would be through coveredconveyor belts with dedusting systems at transfer points, two ESPs will be installed to control <strong>the</strong>emissions and <strong>the</strong> dust from APCD will be reused in <strong>the</strong> sinter plant. The benefits due to <strong>the</strong> sinteringlike usage <strong>of</strong> coke and iron ore fines, reduction in consumption <strong>of</strong> coke were also elaborated.The committee has sought a detailed comparative pollution load <strong>of</strong> various parameters due to <strong>the</strong>proposed inclusion <strong>of</strong> sinter plant and <strong>the</strong> technical/environmental friendly features <strong>of</strong> sinter plant vis-àvis<strong>the</strong> latest benchmarks <strong>of</strong> <strong>the</strong> same for sinter plant.37.2.23 Expansion <strong>of</strong> Ferro Alloy Plant (Fe-Si: 7200 TPA; Si-Mn: 17,640 TPA; Fe-Mn: 22320 TPA), PigIron (25440 TPA), Ferro Chrome (16200 TPA) at Sy. No. 515/A, 516/A, 521 & 523,Bhimaraopally Road, Village Reddipally, Mandal Chegunta, District Medak in Andhra PradeshbyM/s GSN Ferro Alloys Pvt. Limited- regarding amendment in environmental clearanceThe proponent informed that <strong>the</strong>y will not be able to attend <strong>the</strong> meeting. The <strong>Committee</strong> decidedto consider <strong>the</strong> project as and when requested by <strong>the</strong> proponent.37.2.24 Proposed Cement Plant at Village Jamunanagar, Tehsil Umrangshu, North Cachar Hills inAssam byM/s Calcom Cement India Limited – regarding extension <strong>of</strong> validityThe above proposal was accorded environmental clearance by MoEF vide letter no. J-11011/307/2006-IA II (I) dated 26 th July, 2007.Vide letter dated 24 th May, 2012, <strong>the</strong> PP has requestedMoEF for extension <strong>of</strong> validity <strong>of</strong> EC for 5 years. The PP has also made a presentation before <strong>the</strong>committee.It was submitted that, due to major insurgency activities in <strong>the</strong> area, non availability <strong>of</strong> <strong>the</strong>sanctioned power from <strong>the</strong> State Electricity Board, financial constraints as well as transfer <strong>of</strong> NewUmrangshu Mining Lease (417.5 ha), Tehsil Umarangshu, District Dima Hasao (North Cachar Hills) fromAssam Industrial Development Corporation Ltd. (AIDC) to M/s. Calcom Cement India Limited, <strong>the</strong> projecthas been delayed. It was also submitted that, M/s Dalmia Cements Ltd. has entered into an agreementwith <strong>the</strong> PP to purchase 50% stake in equity. A letter from M/s Dalmia Cements Ltd. in this regard andrequesting for extension in validity <strong>of</strong> EC was submitted.After detailed deliberations, <strong>the</strong> committee recommended <strong>the</strong> extension <strong>of</strong> validity <strong>of</strong>environmental clearance by a period <strong>of</strong> five yearssubject to <strong>the</strong> environmental safeguards.
