REP 12/NFSDU 529. Data were obtained for 55 countries. The Representative <strong>of</strong> FAO reported that nearly all countries hadvalues for a wide range <strong>of</strong> nutrients while fewer countries had values for o<strong>the</strong>r nutrients. To estimate <strong>the</strong>amount <strong>of</strong> scientific research about each nutrient during <strong>the</strong> past years, a literature search was conducted.There was a very wide range in <strong>the</strong> amount <strong>of</strong> scientific publications, with nearly 60 000 papers for calciumand less than 300 papers for panto<strong>the</strong>nate.30. Examples <strong>of</strong> <strong>the</strong> graphs and tables were presented in <strong>the</strong> report for <strong>the</strong> nutrients calcium and biotin inorder to reflect <strong>the</strong> structure <strong>of</strong> <strong>the</strong> report. The complete set <strong>of</strong> data for each country and nutrient wascompiled in <strong>the</strong> spreadsheet that is available on <strong>the</strong> <strong>Codex</strong> ftp server(ftp://ftp.fao.org/codex/Meetings/CCNFSDU/ccnfsdu33/NRVreport.xls).31. The Representative <strong>of</strong> WHO also presented an update on <strong>the</strong> progress towards <strong>the</strong> completion <strong>of</strong> <strong>the</strong>request made to WHO to consider <strong>the</strong> establishment <strong>of</strong> daily potassium intake values for <strong>the</strong> generalpopulation. The <strong>Committee</strong> was informed that a new WHO recommendation on potassium developed by <strong>the</strong>NUGAG group would be available in 2012.32. Some delegations indicated that <strong>the</strong>y had some corrections to make to <strong>the</strong> data presented in <strong>the</strong> reportand it was agreed that information concerning necessary corrections <strong>of</strong> <strong>the</strong> WHO/FAO report to be submittedto NPUinfo@who.int by 30 th November 2011.33. The <strong>Committee</strong> expressed its thanks to FAO and WHO for this comprehensive report and consideredhow to proceed fur<strong>the</strong>r, as it was recalled that <strong>the</strong> report had been requested to facilitate fur<strong>the</strong>r consideration<strong>of</strong> NRVs for inclusion in <strong>the</strong> Guidelines on Nutrition Labelling.34. One delegation indicated that in some cases consideration should be given to establishing two NRVsfor different purposes (adequacy and risk <strong>of</strong> NCDs). The <strong>Committee</strong> agreed that at this stage its first task wasto establish NRVs for <strong>the</strong> general population based on adequacy and that consideration could be given too<strong>the</strong>r types <strong>of</strong> NRVs in <strong>the</strong> future.35. The <strong>Committee</strong> discussed <strong>the</strong> need to prioritise <strong>the</strong> consideration <strong>of</strong> a limited number NRVsaccording to <strong>the</strong>ir importance for labelling purposes, as some delegations questioned <strong>the</strong> feasibility <strong>of</strong>reviewing all NRVs for consideration at <strong>the</strong> next session, and also whe<strong>the</strong>r sodium and potassium should beexcluded.36. The Delegation <strong>of</strong> Australia proposed to convene an electronic working group to review all proposeddraft NRVs included in Appendix IV <strong>of</strong> <strong>the</strong> report <strong>of</strong> <strong>the</strong> 31 st <strong>Session</strong> ALINORM 10/33/26.37. After some discussion, <strong>the</strong> <strong>Committee</strong> agreed to proceed with <strong>the</strong> consideration <strong>of</strong> all NRVs,identified in Appendix IV to ALINORM 10/33/26, considered in previous sessions, taking into account <strong>the</strong>FAO/WHO report and established an electronic working group working in English with <strong>the</strong> following terms<strong>of</strong> reference:To consider <strong>the</strong> FAO/WHO <strong>Report</strong> Review <strong>of</strong> existing daily vitamin and mineral intake reference valuessummarized in CX/NFSDU 11/33/4 and given in full in <strong>the</strong> data compilation spreadsheet posted on <strong>the</strong><strong>Codex</strong> website at ftp://ftp.fao.org/codex/Meetings/CCNFSDU/ccnfsdu33/NRVreport.xls.To recommend Nutrient Reference Values (values and footnotes) for vitamins and minerals for <strong>the</strong>general population older than 36 months.To formulate <strong>the</strong>se recommendations based on <strong>the</strong> data <strong>of</strong> <strong>the</strong> FAO/WHO report “Review <strong>of</strong> <strong>the</strong> existingdaily vitamin and mineral intake reference values” in accordance with <strong>the</strong> General Principles forEstablishing Nutrient Reference Values <strong>of</strong> Vitamins and Minerals for <strong>the</strong> General Population. To identify and report any issues in <strong>the</strong> application <strong>of</strong> <strong>the</strong> General Principles for Establishing NutrientReference Values <strong>of</strong> Vitamins and Minerals that may arise from this work.Status <strong>of</strong> <strong>the</strong> Proposed Draft Additional or Revised NRVs38. The <strong>Committee</strong> agreed to return <strong>the</strong> Proposed Draft NRVs for redrafting by <strong>the</strong> above-mentionedworking group, circulation for comments at Step 3 and consideration at <strong>the</strong> next session.
REP 12/NFSDU 6PRINCIPLES FOR THE DEVELOPMENT AND REVIEW OF NRVS FOR LABELLINGPURPOSES FOR NUTRIENTS ASSOCIATED WITH RISK OF DIET-RELATEDNONCOMMUNICABLE DISEASES (Agenda Item 4)General Principles for Establishing Nutrient Reference Values for Nutrients Associated with Risk <strong>of</strong>Diet-Related Noncommunicable Diseases for General Population (NRVs-NCD) (Agenda Item 4a) 539. The <strong>Committee</strong> recalled that its last session had agreed to return <strong>the</strong> document to Step 3 and that ithad established an eWG chaired by <strong>the</strong> United States <strong>of</strong> America and co-chaired by Chile and Thailand toprepare a revised document for its next session.40. The Delegation <strong>of</strong> <strong>the</strong> United Kingdom informed <strong>the</strong> <strong>Committee</strong> that its comments in CX/NFSDU11/33/6-Add.2 were not intended for consideration at <strong>the</strong> <strong>Committee</strong> and <strong>the</strong>refore <strong>the</strong> <strong>Committee</strong> noted that<strong>the</strong> comments were withdrawn.41. The delegation <strong>of</strong> <strong>the</strong> United States <strong>of</strong> America, as <strong>the</strong> chair <strong>of</strong> <strong>the</strong> eWG, introduced <strong>the</strong> documentCX/NFSDU 11/33/6 and informed that <strong>the</strong> eWG had considered all main aspects that had not beenconsidered at <strong>the</strong> last session <strong>of</strong> CCNFSDU. The eWG also identified additional issues to be considered at<strong>the</strong> <strong>Committee</strong> including <strong>the</strong> potential for more than one NRV, NRV for protein, consolidation <strong>of</strong> annexes onNRV-NCD and vitamin and mineral NRV principles and presentation <strong>of</strong> information on NRVs in <strong>the</strong>Guidelines on Nutrition Labelling.42. The <strong>Committee</strong> expressed its thanks to <strong>the</strong> United States <strong>of</strong> America, Chile and Thailand and to <strong>the</strong>working group for this comprehensive work and agreed to consider <strong>the</strong> revised document section by sectionin <strong>the</strong> following order: section 1, section 3, section 2 and additional issues. Besides editorial amendments,<strong>the</strong> <strong>Committee</strong> agreed with <strong>the</strong> following changes.1. Preamble43. In <strong>the</strong> third sentence, <strong>the</strong> <strong>Committee</strong> agreed to start with “governments are encouraged” forconsistency with <strong>the</strong> Annex on vitamin and mineral NRV principles and to insert “diet-related” before“noncommunicable diseases” for consistency in <strong>the</strong> document.44. The <strong>Committee</strong> noted that <strong>the</strong>se principles would apply not only to <strong>the</strong> establishment <strong>of</strong> NutrientReference Values in national level, but also to <strong>the</strong> establishment <strong>of</strong> <strong>Codex</strong> Nutrient Reference Values forlabelling purposes, as stated in <strong>the</strong> preamble.3.1 Criteria for selection <strong>of</strong> nutrients45. Regarding <strong>the</strong> first bullet point, some delegations supported to retain “probable” because “probable”scientific evidence, which is weaker than “convincing” evidence, was still strong according to <strong>the</strong> currentdefinition in this document, more evidence should be used for establishing <strong>Codex</strong> NRVs, more NRVs wouldbe established with “probable” evidence, and it would be <strong>the</strong> only way for developing countries to refer to<strong>the</strong> <strong>Codex</strong> NRVs.46. O<strong>the</strong>r delegations did not support <strong>the</strong> use <strong>of</strong> “probable” evidence to establish NRVs because <strong>Codex</strong>texts should be consistent with <strong>the</strong> provisions for <strong>the</strong> scientific substantiation <strong>of</strong> health claims, <strong>the</strong> definition<strong>of</strong> “probable” in this document would be applicable only to cancer, not to o<strong>the</strong>r non-communicable diseases,and had not been used in any FAO/WHO report. The establishment <strong>of</strong> NRVs was not overly restrictedwithout using “probable” evidence, as several NRVs could be considered on <strong>the</strong> basis <strong>of</strong> convincingevidence.47.
