REP 12/NFSDU 529. Data were obtained for 55 countries. The Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> FAO reported that nearly all countries hadvalues for a wide range <str<strong>on</strong>g>of</str<strong>on</strong>g> nutrients while fewer countries had values for o<str<strong>on</strong>g>the</str<strong>on</strong>g>r nutrients. To estimate <str<strong>on</strong>g>the</str<strong>on</strong>g>amount <str<strong>on</strong>g>of</str<strong>on</strong>g> scientific research about each nutrient during <str<strong>on</strong>g>the</str<strong>on</strong>g> past years, a literature search was c<strong>on</strong>ducted.There was a very wide range in <str<strong>on</strong>g>the</str<strong>on</strong>g> amount <str<strong>on</strong>g>of</str<strong>on</strong>g> scientific publicati<strong>on</strong>s, with nearly 60 000 papers for calcium<strong>and</strong> less than 300 papers for panto<str<strong>on</strong>g>the</str<strong>on</strong>g>nate.30. Examples <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> graphs <strong>and</strong> tables were presented in <str<strong>on</strong>g>the</str<strong>on</strong>g> report for <str<strong>on</strong>g>the</str<strong>on</strong>g> nutrients calcium <strong>and</strong> biotin inorder to reflect <str<strong>on</strong>g>the</str<strong>on</strong>g> structure <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> report. The complete set <str<strong>on</strong>g>of</str<strong>on</strong>g> data for each country <strong>and</strong> nutrient wascompiled in <str<strong>on</strong>g>the</str<strong>on</strong>g> spreadsheet that is available <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Codex</str<strong>on</strong>g> ftp server(ftp://ftp.fao.org/codex/Meetings/CCNFSDU/ccnfsdu33/NRVreport.xls).31. The Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> WHO also presented an update <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> progress towards <str<strong>on</strong>g>the</str<strong>on</strong>g> completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>request made to WHO to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> daily potassium intake values for <str<strong>on</strong>g>the</str<strong>on</strong>g> generalpopulati<strong>on</strong>. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> was informed that a new WHO recommendati<strong>on</strong> <strong>on</strong> potassium developed by <str<strong>on</strong>g>the</str<strong>on</strong>g>NUGAG group would be available in 2012.32. Some delegati<strong>on</strong>s indicated that <str<strong>on</strong>g>the</str<strong>on</strong>g>y had some correcti<strong>on</strong>s to make to <str<strong>on</strong>g>the</str<strong>on</strong>g> data presented in <str<strong>on</strong>g>the</str<strong>on</strong>g> report<strong>and</strong> it was agreed that informati<strong>on</strong> c<strong>on</strong>cerning necessary correcti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> WHO/FAO report to be submittedto NPUinfo@who.int by 30 th November 2011.33. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> expressed its thanks to FAO <strong>and</strong> WHO for this comprehensive report <strong>and</strong> c<strong>on</strong>sideredhow to proceed fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r, as it was recalled that <str<strong>on</strong>g>the</str<strong>on</strong>g> report had been requested to facilitate fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r c<strong>on</strong>siderati<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> NRVs for inclusi<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> Guidelines <strong>on</strong> Nutriti<strong>on</strong> Labelling.34. One delegati<strong>on</strong> indicated that in some cases c<strong>on</strong>siderati<strong>on</strong> should be given to establishing two NRVsfor different purposes (adequacy <strong>and</strong> risk <str<strong>on</strong>g>of</str<strong>on</strong>g> NCDs). The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed that at this stage its first task wasto establish NRVs for <str<strong>on</strong>g>the</str<strong>on</strong>g> general populati<strong>on</strong> based <strong>on</strong> adequacy <strong>and</strong> that c<strong>on</strong>siderati<strong>on</strong> could be given too<str<strong>on</strong>g>the</str<strong>on</strong>g>r types <str<strong>on</strong>g>of</str<strong>on</strong>g> NRVs in <str<strong>on</strong>g>the</str<strong>on</strong>g> future.35. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> discussed <str<strong>on</strong>g>the</str<strong>on</strong>g> need to prioritise <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a limited number NRVsaccording to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir importance for labelling purposes, as some delegati<strong>on</strong>s questi<strong>on</strong>ed <str<strong>on</strong>g>the</str<strong>on</strong>g> feasibility <str<strong>on</strong>g>of</str<strong>on</strong>g>reviewing all NRVs for c<strong>on</strong>siderati<strong>on</strong> at <str<strong>on</strong>g>the</str<strong>on</strong>g> next sessi<strong>on</strong>, <strong>and</strong> also whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r sodium <strong>and</strong> potassium should beexcluded.36. The Delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Australia proposed to c<strong>on</strong>vene an electr<strong>on</strong>ic working group to review all proposeddraft NRVs included in Appendix IV <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> report <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> 31 st <str<strong>on</strong>g>Sessi<strong>on</strong></str<strong>on</strong>g> ALINORM 10/33/26.37. After some discussi<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to proceed with <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> all NRVs,identified in Appendix IV to ALINORM 10/33/26, c<strong>on</strong>sidered in previous sessi<strong>on</strong>s, taking into account <str<strong>on</strong>g>the</str<strong>on</strong>g>FAO/WHO report <strong>and</strong> established an electr<strong>on</strong>ic working group working in English with <str<strong>on</strong>g>the</str<strong>on</strong>g> following terms<str<strong>on</strong>g>of</str<strong>on</strong>g> reference:To c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> FAO/WHO <str<strong>on</strong>g>Report</str<strong>on</strong>g> Review <str<strong>on</strong>g>of</str<strong>on</strong>g> existing daily vitamin <strong>and</strong> mineral intake reference valuessummarized in CX/NFSDU 11/33/4 <strong>and</strong> given in full in <str<strong>on</strong>g>the</str<strong>on</strong>g> data compilati<strong>on</strong> spreadsheet posted <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><str<strong>on</strong>g>Codex</str<strong>on</strong>g> website at ftp://ftp.fao.org/codex/Meetings/CCNFSDU/ccnfsdu33/NRVreport.xls.To recommend Nutrient Reference Values (values <strong>and</strong> footnotes) for vitamins <strong>and</strong> minerals for <str<strong>on</strong>g>the</str<strong>on</strong>g>general populati<strong>on</strong> older than 36 m<strong>on</strong>ths.To formulate <str<strong>on</strong>g>the</str<strong>on</strong>g>se recommendati<strong>on</strong>s based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> data <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> FAO/WHO report “Review <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> existingdaily vitamin <strong>and</strong> mineral intake reference values” in accordance with <str<strong>on</strong>g>the</str<strong>on</strong>g> General Principles forEstablishing Nutrient Reference Values <str<strong>on</strong>g>of</str<strong>on</strong>g> Vitamins <strong>and</strong> Minerals for <str<strong>on</strong>g>the</str<strong>on</strong>g> General Populati<strong>on</strong>. REP 12/NFSDU 6PRINCIPLES FOR THE DEVELOPMENT AND REVIEW OF NRVS FOR LABELLINGPURPOSES FOR NUTRIENTS ASSOCIATED WITH RISK OF DIET-RELATEDNONCOMMUNICABLE DISEASES (Agenda Item 4)General Principles for Establishing Nutrient Reference Values for Nutrients Associated with Risk <str<strong>on</strong>g>of</str<strong>on</strong>g>Diet-Related N<strong>on</strong>communicable Diseases for General Populati<strong>on</strong> (NRVs-NCD) (Agenda Item 4a) 539. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> recalled that its last sessi<strong>on</strong> had agreed to return <str<strong>on</strong>g>the</str<strong>on</strong>g> document to Step 3 <strong>and</strong> that ithad established an eWG chaired by <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America <strong>and</strong> co-chaired by Chile <strong>and</strong> Thail<strong>and</strong> toprepare a revised document for its next sessi<strong>on</strong>.40. The Delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> United Kingdom informed <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that its comments in CX/NFSDU11/33/6-Add.2 were not intended for c<strong>on</strong>siderati<strong>on</strong> at <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>refore <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted that<str<strong>on</strong>g>the</str<strong>on</strong>g> comments were withdrawn.41. The delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America, as <str<strong>on</strong>g>the</str<strong>on</strong>g> chair <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG, introduced <str<strong>on</strong>g>the</str<strong>on</strong>g> documentCX/NFSDU 11/33/6 <strong>and</strong> informed that <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG had c<strong>on</strong>sidered all main aspects that had not beenc<strong>on</strong>sidered at <str<strong>on</strong>g>the</str<strong>on</strong>g> last sessi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> CCNFSDU. The eWG also identified additi<strong>on</strong>al issues to be c<strong>on</strong>sidered at<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> including <str<strong>on</strong>g>the</str<strong>on</strong>g> potential for more than <strong>on</strong>e NRV, NRV for protein, c<strong>on</strong>solidati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> annexes <strong>on</strong>NRV-NCD <strong>and</strong> vitamin <strong>and</strong> mineral NRV principles <strong>and</strong> presentati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> <strong>on</strong> NRVs in <str<strong>on</strong>g>the</str<strong>on</strong>g>Guidelines <strong>on</strong> Nutriti<strong>on</strong> Labelling.42. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> expressed its thanks to <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America, Chile <strong>and</strong> Thail<strong>and</strong> <strong>and</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g>working group for this comprehensive work <strong>and</strong> agreed to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> revised document secti<strong>on</strong> by secti<strong>on</strong>in <str<strong>on</strong>g>the</str<strong>on</strong>g> following order: secti<strong>on</strong> 1, secti<strong>on</strong> 3, secti<strong>on</strong> 2 <strong>and</strong> additi<strong>on</strong>al issues. Besides editorial amendments,<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed with <str<strong>on</strong>g>the</str<strong>on</strong>g> following changes.1. Preamble43. In <str<strong>on</strong>g>the</str<strong>on</strong>g> third sentence, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to start with “governments are encouraged” forc<strong>on</strong>sistency with <str<strong>on</strong>g>the</str<strong>on</strong>g> Annex <strong>on</strong> vitamin <strong>and</strong> mineral NRV principles <strong>and</strong> to insert “diet-related” before“n<strong>on</strong>communicable diseases” for c<strong>on</strong>sistency in <str<strong>on</strong>g>the</str<strong>on</strong>g> document.44. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted that <str<strong>on</strong>g>the</str<strong>on</strong>g>se principles would apply not <strong>on</strong>ly to <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> NutrientReference Values in nati<strong>on</strong>al level, but also to <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Codex</str<strong>on</strong>g> Nutrient Reference Values forlabelling purposes, as stated in <str<strong>on</strong>g>the</str<strong>on</strong>g> preamble.3.1 Criteria for selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> nutrients45. Regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> first bullet point, some delegati<strong>on</strong>s supported to retain “probable” because “probable”scientific evidence, which is weaker than “c<strong>on</strong>vincing” evidence, was still str<strong>on</strong>g according to <str<strong>on</strong>g>the</str<strong>on</strong>g> currentdefiniti<strong>on</strong> in this document, more evidence should be used for establishing <str<strong>on</strong>g>Codex</str<strong>on</strong>g> NRVs, more NRVs wouldbe established with “probable” evidence, <strong>and</strong> it would be <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>ly way for developing countries to refer to<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Codex</str<strong>on</strong>g> NRVs.46. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r delegati<strong>on</strong>s did not support <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> “probable” evidence to establish NRVs because <str<strong>on</strong>g>Codex</str<strong>on</strong>g>texts should be c<strong>on</strong>sistent with <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific substantiati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> health claims, <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> “probable” in this document would be applicable <strong>on</strong>ly to cancer, not to o<str<strong>on</strong>g>the</str<strong>on</strong>g>r n<strong>on</strong>-communicable diseases,<strong>and</strong> had not been used in any FAO/WHO report. The establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> NRVs was not overly restrictedwithout using “probable” evidence, as several NRVs could be c<strong>on</strong>sidered <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>vincingevidence.47. The Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> WHO indicated that new terms would replace <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> probable <strong>and</strong>c<strong>on</strong>vincing scientific evidence <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> inclusi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> "probable" scientific evidence was in line with <str<strong>on</strong>g>the</str<strong>on</strong>g> actualuse <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> term in <str<strong>on</strong>g>the</str<strong>on</strong>g> older report which was c<strong>on</strong>sistent with <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong> being c<strong>on</strong>sidered by <str<strong>on</strong>g>the</str<strong>on</strong>g><str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>and</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g> sentence included in <str<strong>on</strong>g>the</str<strong>on</strong>g> footnote may take care <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cerns <str<strong>on</strong>g>of</str<strong>on</strong>g> health claims.5REP 11/NFSDU Appendix IV, CL 2010/53-NFSDU, CX/NFSDU 11/33/5 (Comments in reply to CL 2010/53-NFSDU <str<strong>on</strong>g>of</str<strong>on</strong>g>Argentina, Australia, Costa Rica, European Uni<strong>on</strong>, Malaysia, Mexico <strong>and</strong> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America), CX/NFSDU 11/33/6(<str<strong>on</strong>g>Report</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> electr<strong>on</strong>ic working group), CX/NFSDU 11/33/6-Add.1 (Comments <str<strong>on</strong>g>of</str<strong>on</strong>g> Brazil, Chile, China, Colombia, Egypt, Japan,Malaysia, Norway, Philippines, Thail<strong>and</strong>, United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America, Uruguay, ICBA, IDF <strong>and</strong> NHF), CX/NFSDU 11/33/6-Add.2(Comments <str<strong>on</strong>g>of</str<strong>on</strong>g> Canada, European Uni<strong>on</strong>, Mexico <strong>and</strong> Nicaragua), CRD 4 (Comments <str<strong>on</strong>g>of</str<strong>on</strong>g> Mali), CRD 6 (Comments <str<strong>on</strong>g>of</str<strong>on</strong>g> Australia,Nicaragua, Turkey <strong>and</strong> FoodDrinkEurope), CRD 10 (Comments <str<strong>on</strong>g>of</str<strong>on</strong>g> Ind<strong>on</strong>esia), CRD 14 (Comments <str<strong>on</strong>g>of</str<strong>on</strong>g> Jamaica), CRD 17(Comments <str<strong>on</strong>g>of</str<strong>on</strong>g> Malaysia)
