The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> recalled that its last sessi<strong>on</strong> had agreed to return <str<strong>on</strong>g>the</str<strong>on</strong>g> document to Step 3 <strong>and</strong> that ithad established an eWG chaired by <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America <strong>and</strong> co-chaired by Chile <strong>and</strong> Thail<strong>and</strong> toprepare a revised document for its next sessi<strong>on</strong>.40. The Delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> United Kingdom informed <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that its comments in CX/NFSDU11/33/6-Add.2 were not intended for c<strong>on</strong>siderati<strong>on</strong> at <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>refore <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted that<str<strong>on</strong>g>the</str<strong>on</strong>g> comments were withdrawn.41. The delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America, as <str<strong>on</strong>g>the</str<strong>on</strong>g> chair <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG, introduced <str<strong>on</strong>g>the</str<strong>on</strong>g> documentCX/NFSDU 11/33/6 <strong>and</strong> informed that <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG had c<strong>on</strong>sidered all main aspects that had not beenc<strong>on</strong>sidered at <str<strong>on</strong>g>the</str<strong>on</strong>g> last sessi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> CCNFSDU. The eWG also identified additi<strong>on</strong>al issues to be c<strong>on</strong>sidered at<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> including <str<strong>on</strong>g>the</str<strong>on</strong>g> potential for more than <strong>on</strong>e NRV, NRV for protein, c<strong>on</strong>solidati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> annexes <strong>on</strong>NRV-NCD <strong>and</strong> vitamin <strong>and</strong> mineral NRV principles <strong>and</strong> presentati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> <strong>on</strong> NRVs in <str<strong>on</strong>g>the</str<strong>on</strong>g>Guidelines <strong>on</strong> Nutriti<strong>on</strong> Labelling.42. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> expressed its thanks to <str<strong>on</strong>g>the</str<strong>on</strong>g> United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America, Chile <strong>and</strong> Thail<strong>and</strong> <strong>and</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g>working group for this comprehensive work <strong>and</strong> agreed to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> revised document secti<strong>on</strong> by secti<strong>on</strong>in <str<strong>on</strong>g>the</str<strong>on</strong>g> following order: secti<strong>on</strong> 1, secti<strong>on</strong> 3, secti<strong>on</strong> 2 <strong>and</strong> additi<strong>on</strong>al issues. Besides editorial amendments,<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed with <str<strong>on</strong>g>the</str<strong>on</strong>g> following changes.1. Preamble43. In <str<strong>on</strong>g>the</str<strong>on</strong>g> third sentence, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to start with “governments are encouraged” forc<strong>on</strong>sistency with <str<strong>on</strong>g>the</str<strong>on</strong>g> Annex <strong>on</strong> vitamin <strong>and</strong> mineral NRV principles <strong>and</strong> to insert “diet-related” before“n<strong>on</strong>communicable diseases” for c<strong>on</strong>sistency in <str<strong>on</strong>g>the</str<strong>on</strong>g> document.44. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted that <str<strong>on</strong>g>the</str<strong>on</strong>g>se principles would apply not <strong>on</strong>ly to <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> NutrientReference Values in nati<strong>on</strong>al level, but also to <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Codex</str<strong>on</strong>g> Nutrient Reference Values forlabelling purposes, as stated in <str<strong>on</strong>g>the</str<strong>on</strong>g> preamble.3.1 Criteria for selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> nutrients45. Regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> first bullet point, some delegati<strong>on</strong>s supported to retain “probable” because “probable”scientific evidence, which is weaker than “c<strong>on</strong>vincing” evidence, was still str<strong>on</strong>g according to <str<strong>on</strong>g>the</str<strong>on</strong>g> currentdefiniti<strong>on</strong> in this document, more evidence should be used for establishing <str<strong>on</strong>g>Codex</str<strong>on</strong>g> NRVs, more NRVs wouldbe established with “probable” evidence, <strong>and</strong> it would be <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>ly way for developing countries to refer to<str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Codex</str<strong>on</strong>g> NRVs.46. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r delegati<strong>on</strong>s did not support <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> “probable” evidence to establish NRVs because <str<strong>on</strong>g>Codex</str<strong>on</strong>g>texts should be c<strong>on</strong>sistent with <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong>s for <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific substantiati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> health claims, <str<strong>on</strong>g>the</str<strong>on</strong>g> definiti<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> “probable” in this document would be applicable <strong>on</strong>ly to cancer, not to o<str<strong>on</strong>g>the</str<strong>on</strong>g>r n<strong>on</strong>-communicable diseases,<strong>and</strong> had not been used in any FAO/WHO report. The establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> NRVs was not overly restrictedwithout using “probable” evidence, as several NRVs could be c<strong>on</strong>sidered <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> basis <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>vincingevidence.47.
