REP 12/NFSDU 9Proposed Draft Nutrient Reference Values for Nutrients Associated with Risk <str<strong>on</strong>g>of</str<strong>on</strong>g> Diet-RelatedN<strong>on</strong>communicable Diseases for General Populati<strong>on</strong> (NRVs-NCD) (Agenda Item 4b) 667. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> recalled that its last sessi<strong>on</strong> agreed that in c<strong>on</strong>juncti<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> work <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Principles(Agenda Item 4a); <str<strong>on</strong>g>the</str<strong>on</strong>g> working group would also make proposals <strong>on</strong> NRVs for saturated fatty acid <strong>and</strong>sodium for c<strong>on</strong>siderati<strong>on</strong> at <str<strong>on</strong>g>the</str<strong>on</strong>g> next sessi<strong>on</strong>.Saturated Fatty Acids68. The Delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Thail<strong>and</strong>, as co-chair <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG, informed <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG hadc<strong>on</strong>cluded that based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> draft principles two joint FAO/WHO expert c<strong>on</strong>sultati<strong>on</strong> reports were proposedas primary data sources for <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG to c<strong>on</strong>sider in proposing NRVs-NCD for <str<strong>on</strong>g>the</str<strong>on</strong>g>se two nutrients: 1) forSFA—<str<strong>on</strong>g>the</str<strong>on</strong>g> report <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> 2008 joint FAO/WHO expert c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> fats <strong>and</strong> fatty acids in human nutriti<strong>on</strong>(FNP 91), <strong>and</strong> 2) for sodium—<str<strong>on</strong>g>the</str<strong>on</strong>g> report <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> 2002 joint FAO/WHO expert c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> diet, nutriti<strong>on</strong><strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> preventi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> chr<strong>on</strong>ic diseases (TR 916).69. Many delegati<strong>on</strong>s agreed with <str<strong>on</strong>g>the</str<strong>on</strong>g> view <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG <strong>and</strong> supported <str<strong>on</strong>g>the</str<strong>on</strong>g> value 20 g as an NRV-NCD forsaturated fatty acids. Some delegati<strong>on</strong>s also noted that 20 g was equivalent to 9% energy from saturated fattyacids in a reference daily intake 8370 kJ/ 2000 kcal.70. The delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Malaysia <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> observers <str<strong>on</strong>g>of</str<strong>on</strong>g> IDF <strong>and</strong> NHF did not support to establish an NRV-NCD for saturated fatty acids, because no c<strong>on</strong>vincing evidence had been provided to show any relati<strong>on</strong>shipbetween those amounts <str<strong>on</strong>g>of</str<strong>on</strong>g> saturated fatty acids <strong>and</strong> CVD; <str<strong>on</strong>g>the</str<strong>on</strong>g> ‘c<strong>on</strong>vincing’ evidence cited in <str<strong>on</strong>g>the</str<strong>on</strong>g> proposalrelated <strong>on</strong>ly to replacing saturated fatty acids with polyunsaturated fatty acids; NRV for SFAs based <strong>on</strong>replacement with polyunsaturated fatty acids was difficult for <str<strong>on</strong>g>the</str<strong>on</strong>g> general c<strong>on</strong>sumers to comprehend; <str<strong>on</strong>g>the</str<strong>on</strong>g>Joint FAO/WHO Expert C<strong>on</strong>sultati<strong>on</strong> <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong> Fats <strong>and</strong> Fatty Acid recommended that <str<strong>on</strong>g>the</str<strong>on</strong>g> amount <str<strong>on</strong>g>of</str<strong>on</strong>g>polyunsaturated fatty acids should be c<strong>on</strong>sidered; <strong>and</strong> saturated fatty acids were diverse groups <str<strong>on</strong>g>of</str<strong>on</strong>g>compounds with different physiological effects, including different effects <strong>on</strong> blood lipids. The replacement<str<strong>on</strong>g>of</str<strong>on</strong>g> saturated fatty acids could have adverse effects <strong>on</strong> health.71. One delegati<strong>on</strong> noted that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is c<strong>on</strong>vincing evidence relating saturated fat to CVD, <strong>and</strong> since <str<strong>on</strong>g>the</str<strong>on</strong>g>benefit for decreased CVD risk <str<strong>on</strong>g>of</str<strong>on</strong>g> lowering saturated fatty acid intake is realized when saturated fatty acid isreplaced with polyunsaturated fatty acids (PUFAs), <str<strong>on</strong>g>the</str<strong>on</strong>g>re may also be a need to include in <str<strong>on</strong>g>the</str<strong>on</strong>g> NRV <strong>on</strong>lythose saturated fatty acids linked to increased risk <str<strong>on</strong>g>of</str<strong>on</strong>g> CVD.Sodium72. The Delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Chile, as co-chair <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG, informed <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> that <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG hadc<strong>on</strong>cluded that NRV-NCD <strong>on</strong> sodium should be established taking into c<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> draft principlesc<strong>on</strong>sidered under Agenda Item 4a <strong>and</strong> had proposed 2000 mg as a basis for a proposed NRV-NCD.73. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> generally supported <str<strong>on</strong>g>the</str<strong>on</strong>g> outcome <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> eWG <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> level proposed. The Observer <str<strong>on</strong>g>of</str<strong>on</strong>g>EUSalt expressed <str<strong>on</strong>g>the</str<strong>on</strong>g> view that recent studies questi<strong>on</strong>ed <str<strong>on</strong>g>the</str<strong>on</strong>g> relati<strong>on</strong>ship between salt intake <strong>and</strong>cardiovascular diseases.74. Regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> FAO/WHO data sources, <str<strong>on</strong>g>the</str<strong>on</strong>g> Representative <str<strong>on</strong>g>of</str<strong>on</strong>g> WHO clarified that an additi<strong>on</strong>alreference should be made to <str<strong>on</strong>g>the</str<strong>on</strong>g> Preventi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> cardiovascular disease: Guidelines for assessment <strong>and</strong>management <str<strong>on</strong>g>of</str<strong>on</strong>g> cardiovascular risk. Geneva, World Health Organizati<strong>on</strong>, 2007 which were based <strong>on</strong>systematic reviews.75.
