The thirty-third <str<strong>on</strong>g>Sessi<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Codex</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Nutriti<strong>on</strong> <strong>and</strong> Foods for Special Dietary Uses(CCNFSDU) was held in Bad Soden am Taunus, Germany from 14 to 18 November 2011 at <str<strong>on</strong>g>the</str<strong>on</strong>g> kindinvitati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Government <str<strong>on</strong>g>of</str<strong>on</strong>g> Germany. The <str<strong>on</strong>g>Sessi<strong>on</strong></str<strong>on</strong>g> was chaired by Dr Pia Noble, Head <str<strong>on</strong>g>of</str<strong>on</strong>g> Divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>Specific Foods, Food Supplements <strong>and</strong> Food Additives, Federal Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Food, Agriculture <strong>and</strong>C<strong>on</strong>sumer Protecti<strong>on</strong>. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> was attended by 269 delegates representing 68 Member Countries, <strong>on</strong>eMember Organizati<strong>on</strong> <strong>and</strong> 33 Internati<strong>on</strong>al Organizati<strong>on</strong>s.OPENING OF THE SESSION2. Mr Peter Bleser, Parliamentary State Secretary to <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Minister <str<strong>on</strong>g>of</str<strong>on</strong>g> Food, Agriculture <strong>and</strong>C<strong>on</strong>sumer Protecti<strong>on</strong> opened <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Sessi<strong>on</strong></str<strong>on</strong>g> <strong>and</strong> welcomed participants. He emphasized <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>Codex</str<strong>on</strong>g> work for improving food safety <strong>and</strong> protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sumers’ health as well as for fair practice ininternati<strong>on</strong>al trade <str<strong>on</strong>g>of</str<strong>on</strong>g> foods. He highlighted food security problems <strong>and</strong> stressed <str<strong>on</strong>g>the</str<strong>on</strong>g> need to support mo<str<strong>on</strong>g>the</str<strong>on</strong>g>rs<strong>and</strong> children to improve nutriti<strong>on</strong> status. He also menti<strong>on</strong>ed that internati<strong>on</strong>al st<strong>and</strong>ards would c<strong>on</strong>tribute tosolve problems such as malnutriti<strong>on</strong> <strong>and</strong> obesity, which would affect not <strong>on</strong>ly pers<strong>on</strong>al quality <str<strong>on</strong>g>of</str<strong>on</strong>g> life but alsoincrease <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> cost <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong>al health system, <strong>and</strong> recalled <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g> nutriti<strong>on</strong> labelling to allowc<strong>on</strong>sumers to make an informed choice.Divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> competence3. Following Rule II.5 <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Rules <str<strong>on</strong>g>of</str<strong>on</strong>g> Procedure <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Codex</str<strong>on</strong>g> Alimentarius Commissi<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g>was informed about CRD 3 <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> competence between <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong> (EU) <strong>and</strong> itsMember States.ADOPTION OF THE AGENDA (Agenda Item 1) 14. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to discuss Agenda Item 5 after Agenda item 6 <strong>and</strong> adopted <str<strong>on</strong>g>the</str<strong>on</strong>g> Provisi<strong>on</strong>alAgenda with <str<strong>on</strong>g>the</str<strong>on</strong>g> amendment as its Agenda for <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Sessi<strong>on</strong></str<strong>on</strong>g>.MATTERS REFERRED TO THE COMMITTEE BY THE CODEX ALIMENTARIUSCOMMISSION AND/OR OTHER CODEX COMMITTEES (Agenda Item 2a) 2<str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Food AdditivesFood additives provisi<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> St<strong>and</strong>ard for Infant Formulas <strong>and</strong> Formula for Special Medical Purposes5. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>clusi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Food Additives in reply to its requests forclarificati<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> additives which had been c<strong>on</strong>sidered for inclusi<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> St<strong>and</strong>ard for Infant Formulas<strong>and</strong> Formula for Special Medical Purposes. The CCFA had encouraged <str<strong>on</strong>g>the</str<strong>on</strong>g> CCNFSDU to give c<strong>on</strong>siderati<strong>on</strong>to <str<strong>on</strong>g>the</str<strong>on</strong>g> grouping <str<strong>on</strong>g>of</str<strong>on</strong>g> substances proposed in paras 14-18 <str<strong>on</strong>g>of</str<strong>on</strong>g> CX/FA 11/43/15, where <str<strong>on</strong>g>the</str<strong>on</strong>g> requested additives hadbeen grouped in accordance with <str<strong>on</strong>g>the</str<strong>on</strong>g>ir needs for different levels <str<strong>on</strong>g>of</str<strong>on</strong>g> assessment in <str<strong>on</strong>g>the</str<strong>on</strong>g> following categories:physiological body c<strong>on</strong>stituents, physiological metabolites <strong>and</strong> xenobiotics.6. Taking into account <str<strong>on</strong>g>the</str<strong>on</strong>g> comments <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> CCFA, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed that <str<strong>on</strong>g>the</str<strong>on</strong>g> salts <str<strong>on</strong>g>of</str<strong>on</strong>g> citric <strong>and</strong>phosphoric acid, which may be c<strong>on</strong>sidered as physiological body c<strong>on</strong>stituents, should be included in <str<strong>on</strong>g>the</str<strong>on</strong>g> list<str<strong>on</strong>g>of</str<strong>on</strong>g> additives. As Sodium citrates (331i <strong>and</strong> 331iii) <strong>and</strong> Potassium citrates (332i <strong>and</strong> 332ii) were alreadyincluded in <str<strong>on</strong>g>the</str<strong>on</strong>g> additives secti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> st<strong>and</strong>ard, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to forward for endorsement <str<strong>on</strong>g>the</str<strong>on</strong>g> levelsfor <str<strong>on</strong>g>the</str<strong>on</strong>g> acidity regulators Sodium phosphates (339i, ii <strong>and</strong> iii) <strong>and</strong> Potassium phosphates (340i, ii <strong>and</strong> iii) (seeAppendix II).12CX/NFSDU 11/33/1CX/NFSDU 11/33/2, CX/NFSDU 11/33/2-Add.1
