The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed with <str<strong>on</strong>g>the</str<strong>on</strong>g> following amendment <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> first sentence <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> first bullet point: toput “relevant” at <str<strong>on</strong>g>the</str<strong>on</strong>g> beginning <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> sentence, to delete “strength <str<strong>on</strong>g>of</str<strong>on</strong>g>” before “evidence”; to rephrase “<str<strong>on</strong>g>the</str<strong>on</strong>g>nutrient-n<strong>on</strong>communicable disease risk relati<strong>on</strong>ship” as “<str<strong>on</strong>g>the</str<strong>on</strong>g> relati<strong>on</strong>ship between nutrient <strong>and</strong>n<strong>on</strong>communicable disease risk”; <strong>and</strong> to include “including validated biomarkers for relevant disease risk”.3.2 Selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> suitable data sources to establish NRVs-NCD51. Regarding secti<strong>on</strong> 3.2.1, <strong>on</strong>e delegati<strong>on</strong> proposed that <str<strong>on</strong>g>the</str<strong>on</strong>g> sentence should begin with <str<strong>on</strong>g>the</str<strong>on</strong>g> first opti<strong>on</strong>ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d opti<strong>on</strong> for c<strong>on</strong>sistency with <str<strong>on</strong>g>the</str<strong>on</strong>g> vitamin <strong>and</strong> mineral NRV principles. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g>however agreed with <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d opti<strong>on</strong> because that improved <str<strong>on</strong>g>the</str<strong>on</strong>g> clarity <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> text <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> inc<strong>on</strong>sistencyshould be c<strong>on</strong>sidered when <str<strong>on</strong>g>the</str<strong>on</strong>g>se two annexes would be c<strong>on</strong>solidated. Secti<strong>on</strong> 3.2.2 was amendedaccordingly.52. Some observers proposed that <str<strong>on</strong>g>the</str<strong>on</strong>g> last sentence in secti<strong>on</strong> 3.2.2 should be an independent paragraph asit would be applied to both secti<strong>on</strong> 3.2.1 <strong>and</strong> secti<strong>on</strong> 3.2.2. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> did not agree because <str<strong>on</strong>g>the</str<strong>on</strong>g> text wasdesignated <strong>on</strong>ly for <str<strong>on</strong>g>the</str<strong>on</strong>g> recognized authoritative scientific bodies o<str<strong>on</strong>g>the</str<strong>on</strong>g>r than FAO/WHO.53. One observer proposed to include “independent” before recognized authoritative scientific bodies insecti<strong>on</strong> 3.2.2 <strong>and</strong> secti<strong>on</strong> 3.3.2. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> noted that it had already stated that <str<strong>on</strong>g>the</str<strong>on</strong>g> review <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> scienceshould be independent <strong>and</strong> that <str<strong>on</strong>g>the</str<strong>on</strong>g> recognized authoritative scientific bodies was expected to be independent<strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>refore <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed not to amend <str<strong>on</strong>g>the</str<strong>on</strong>g> text.54. One delegati<strong>on</strong> proposed to remove “as appropriate” in <str<strong>on</strong>g>the</str<strong>on</strong>g> last sentence <str<strong>on</strong>g>of</str<strong>on</strong>g> secti<strong>on</strong> 3.2.2<strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed.55. In secti<strong>on</strong> 3.2.3, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to replace “<str<strong>on</strong>g>the</str<strong>on</strong>g>se values” with “<str<strong>on</strong>g>the</str<strong>on</strong>g> daily intake referencevalues” for clarificati<strong>on</strong> <strong>and</strong> replace “healthy populati<strong>on</strong>s” with “<str<strong>on</strong>g>the</str<strong>on</strong>g> general populati<strong>on</strong>” for c<strong>on</strong>sistency.3.3 Selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> appropriate basis for determining <strong>and</strong> expressing NRVs-NCD56. In secti<strong>on</strong> 3.3.1, <strong>on</strong>e delegati<strong>on</strong> raised <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> how <str<strong>on</strong>g>the</str<strong>on</strong>g> principle applied in <str<strong>on</strong>g>the</str<strong>on</strong>g> case <str<strong>on</strong>g>of</str<strong>on</strong>g> NRVsfor nutrients associated with diet-related n<strong>on</strong>communicable diseases <strong>and</strong> indicated that for certain nutrients<str<strong>on</strong>g>the</str<strong>on</strong>g>re might be evidence <str<strong>on</strong>g>of</str<strong>on</strong>g> a positive associati<strong>on</strong> between its intake <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> risk <str<strong>on</strong>g>of</str<strong>on</strong>g> developing a disease ordisorder but <str<strong>on</strong>g>the</str<strong>on</strong>g>re is not necessarily a clearly identifiable threshold. The <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to make “aquantitative reference value” plural as more than <strong>on</strong>e quantitative reference values for daily intake could beobtained from scientific evidence.57. One delegati<strong>on</strong> proposed to insert “FAO/WHO or o<str<strong>on</strong>g>the</str<strong>on</strong>g>r” before “recognized authoritative scientificbodies” in secti<strong>on</strong> 3.3.2 <strong>and</strong> secti<strong>on</strong> 3.4 for c<strong>on</strong>sistency <strong>and</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed with <str<strong>on</strong>g>the</str<strong>on</strong>g> proposal.58. Regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> last sentence <str<strong>on</strong>g>of</str<strong>on</strong>g> secti<strong>on</strong> 3.3.5, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to ask CCFL to c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g>questi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r to revise secti<strong>on</strong> 3.4.4 <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Guidelines <strong>on</strong> Nutriti<strong>on</strong> Labelling (CAC/GL 2-1985) toinsert a reference energy value in nutriti<strong>on</strong> labelling.3.4 C<strong>on</strong>siderati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> daily intake values for upper levels59. Some delegati<strong>on</strong>s proposed to delete <str<strong>on</strong>g>the</str<strong>on</strong>g> secti<strong>on</strong> as it was not clear how to apply <str<strong>on</strong>g>the</str<strong>on</strong>g> principle to dietrelatedn<strong>on</strong>communicable disease <strong>and</strong> as <str<strong>on</strong>g>the</str<strong>on</strong>g> scientific data to establish <str<strong>on</strong>g>the</str<strong>on</strong>g> upper levels for many <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>nutrients associated with NCDs were insufficient or inc<strong>on</strong>clusive. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r delegati<strong>on</strong>s expressed <str<strong>on</strong>g>the</str<strong>on</strong>g> view that<str<strong>on</strong>g>the</str<strong>on</strong>g> secti<strong>on</strong> was necessary that Acceptable Macr<strong>on</strong>utrient Distributi<strong>on</strong> Range (AMDR) should be added as anexample <strong>and</strong> that UL <strong>and</strong> AMDR has been recognized by authoritative scientific bodies. After somediscussi<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Committee</str<strong>on</strong>g> agreed to include <str<strong>on</strong>g>the</str<strong>on</strong>g> sentence with AMDR as an example <strong>and</strong> remove <str<strong>on</strong>g>the</str<strong>on</strong>g> squarebrackets from <str<strong>on</strong>g>the</str<strong>on</strong>g> secti<strong>on</strong>. The Delegati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Malaysia expressed a reservati<strong>on</strong> <strong>on</strong> this decisi<strong>on</strong>.
