They may also be helpful when the Preliminary Damage <strong>Assessment</strong> (PDA needsto be done. This is usually a joint Cal EMA/FEMA overview of the costs and damagesassociated with a disaster, the purpose of which is to make a case for a presidential majordisaster declaration for the state and the affected counties. It can be done by Cal EMA aloneto justify a governor‟s proclamation of a state of emergency. The IDE figures are useful soCal EMA can plan the PDA with enough people in the right locations to see the majordamages quickly.These estimates are also useful to convey to government officials and the public at large thedegree of damage the disaster created. A news report that lists 25,000 buildings damagedmay not tell the story in a way that is as universally appreciated as saying that the disastercaused $72 million of damages to building inventories.However, these estimates are not to be used to define repair schemes, go out to bid forcontractors, or inform insurance concerns. They are simply used to convey the degree ofdamage for official purposes.An example of how this process may work follows: The SAP evaluator identifies a threestorystructure as having a footprint of 2,000 square feet. The building also has damage tothe structure of 10% to 30%. The evaluator turns in the assessment form to the SAPCoordinator, who turns it into the jurisdiction. The next day, the jurisdiction‟s staff checksthe type of building, and conclude that the structure‟s value (from R. S. Means or othersources) is $221 per square foot. Entering this information into a spreadsheet with formulas,they end up with a range of cost:$221/sf x 2,000 sf x 3 stories x 0.10 = $132,600$221/sf x 2,000 sf x 3 stories x 0.30 = $397,800The jurisdiction can use the average of these figures to report the damage, or they can chooseto go with the high or low ends of the range, at their discretion.A copy of the rapid evaluation form appears on the next page.2.6.1.2 Completing the Rapid Evaluation FormsAs with the placards, it is important to be familiar with the evaluation forms. This willgreatly assist evaluators when they are activated and respond to a jurisdiction‟s request forsafety assessment assistance.63
