<strong>The</strong> Jo<strong>in</strong>t Chiefs of Staff have been bombard<strong>in</strong>g Truman to permit MacArthur to drop "hundredsof atom bombs" on ma<strong>in</strong>land Ch<strong>in</strong>a, to blow up their hydroelectric systems and so on. Truman has said, <strong>in</strong>my presence, that he has no <strong>in</strong>tention of do<strong>in</strong>g this. First of all, I know that we do not have "hundreds" ofatomic bombs. Second of all, I have personally advised the President that <strong>in</strong> my experience, such an atomicattack would force Stal<strong>in</strong> to action and no one wanted that. I do not personally believe that he has the bombor that if he did, he could deliver it to this country. At least not at this po<strong>in</strong>t.<strong>The</strong> debate rag<strong>in</strong>g at the Pentagon now is that we should obliterate Russia and Ch<strong>in</strong>a at this verymoment before they get more weapons to attack us with. This is exactly the reason why soldiers shouldnever be allowed to conduct foreign policy.I remember what happened when the Kaiser turned the runn<strong>in</strong>g of th<strong>in</strong>gs over to H<strong>in</strong>denburg andLudendorff <strong>in</strong> the 1914 war. Soldiers are tra<strong>in</strong>ed only to th<strong>in</strong>k along strictly military l<strong>in</strong>es and von Tirpitzand his unrestricted submar<strong>in</strong>e warfare were address<strong>in</strong>g an <strong>in</strong>ternational situation <strong>in</strong> purely military terms.Simply because a th<strong>in</strong>g makes military sense does not mean that it will not have disastrous political anddiplomatic repercussions.Truman fully understands this and is determ<strong>in</strong>ed not to let the military get control of the situation.<strong>The</strong>y and the <strong>CIA</strong> do not like him and want to get rid of him.My stocks are do<strong>in</strong>g very well because it looks like a long war. For some completely unknown reason, I seem to be one of the only people who can get along withSmith. Truman likes him; I do not but he is the Director and one must get along, after all.Smith had a recent operation for ulcers, which I used to have, and a good deal of his stomach isgone. Ulcers obviously come from his temperament that is acidic and very bitter. I found out that he is oneof the few high-rank<strong>in</strong>g Generals who did not go to the Military Academy (West Po<strong>in</strong>t, ed.) and is laughedat by those who did.Also, he has very little money and is a poor man from the Middle West. He is very bitter aboutthis and I have played to this when deal<strong>in</strong>g with him. I speak about my own poor background; make fun ofthe bra<strong>in</strong>less aristocrats and so on. This he seems to like and I am one of the few people he does not <strong>in</strong>siststand up when he comes <strong>in</strong>to a room.Every time I look at him, I am rem<strong>in</strong>ded of the story Truscott told me about Sicily. It is very hardto take him seriously but I try.A small-m<strong>in</strong>ded man who hates everyone but is a capable organizer. Of course Himmler was avery strange man with his herbal remedies and religious fervor about old Germans but he too was a goodorganizer.Smith glares hatefully at everyone and is now very upset with Dulles. I had told him previouslythat Dulles was a congenital idiot who made terrible errors <strong>in</strong> Switzerland when he headed the OSS there.His reports on what was what <strong>in</strong>side Germany sound as if they were written by his housekeeper (who was aSoviet spy...and m<strong>in</strong>e as well) when she was drunk on vanilla extract.<strong>The</strong> other day, he was tell<strong>in</strong>g Smith that his OSS sent twenty teams <strong>in</strong>to Germany <strong>in</strong> the last partof the war and they all returned with rare documents and vital <strong>in</strong>formation.I enjoyed tell<strong>in</strong>g Smith that he had sent twenty two teams <strong>in</strong>to Germany and I caught and executedevery one of them! I told Smith I had records on all of this and he asked me to make copies for him.He got Dulles <strong>in</strong>to the <strong>CIA</strong> but now regrets it because, he says, Dulles acts as if he ought to haveSmith's job and that Smith is an idiot (Dulles used those very words) who fooled Truman. Smith hates himnow and wants to discredit him. Never should have let him get his foot <strong>in</strong> the door. Dulles is one of thosewell-bred idiots who went to the correct schools and met the right people. If it weren't for that, he would bescrubb<strong>in</strong>g toilets <strong>in</strong> the YMCA <strong>in</strong> some small town <strong>in</strong> New Jersey.<strong>The</strong> <strong>CIA</strong>, unfortunately, is filled with such idiots and they spend all their time talk<strong>in</strong>g about theirsocial friends and so on, while they are busy loot<strong>in</strong>g the treasury of government money and spend<strong>in</strong>g it onsmall boats, club memberships and tuition for their children at very good schools. My God, these bra<strong>in</strong>less
