My area of expertise is Soviet Russian foreign <strong>in</strong>telligence but I wish to expand to cover otherhostile areas. While communism was very popular here dur<strong>in</strong>g the Roosevelt era, most people, even socalledprofessionals, do not realize that the actual spy apparatus was very limited. <strong>The</strong> Soviets always havea large pool of sympathetic loyalists on which to draw, but only for random <strong>in</strong>formation. This <strong>in</strong>formationis fed to the actual r<strong>in</strong>gs whose leader then passes it to Moscow, either through his Russian control ordirectly. All of this is sent out by radio to Moscow.I could write papers on this by the hour and America and her politicians, and most especially thegeneral public, are now well aware of Soviet spies. But they tend to lump Soviet sympathizers and<strong>in</strong>tellectual communists <strong>in</strong> the same bag. To pursue all of these people would be impossible, even withAmerican manpower and wealth. Better to concentrate on either pe<strong>net</strong>rat<strong>in</strong>g the Soviet r<strong>in</strong>gs and feed themmislead<strong>in</strong>g <strong>in</strong>formation or to destroy them. Arrests and publicity on one hand and the knife or the heartattack on the other. (Memo: Stop throw<strong>in</strong>g them out of the w<strong>in</strong>dow! Much too obvious. One, perhaps, butnot so many.)<strong>The</strong>n, hav<strong>in</strong>g done this, the next step would be to so sensitize the public to Soviet spies that allcommunist sympathizers would be too terrified to cooperate with Moscow at any time!Senator McCarthy and his k<strong>in</strong>d are perfect for this agitation. <strong>The</strong> Senator is a boor of the worstk<strong>in</strong>d but so bl<strong>in</strong>dly ambitious that he will jump onto this tra<strong>in</strong> with glee.Will po<strong>in</strong>t out to T. that M. is a Republican and that T. can deny any participation <strong>in</strong> this bus<strong>in</strong>ess.Of course T. is not too popular with his own party because they still yearn for the liberal years of Rooseveltbut if the Democrats are able to distance themselves from a Republican Congressional razzia (Europeanterm for police raid, ed.) aga<strong>in</strong>st Rooseveltian Reds, they will do so at once.Hav<strong>in</strong>g dealt with the so-called Red Menace of Col. Hoover, I will turn to a much more seriousmatter...that of British spy<strong>in</strong>g on the United States. I will outl<strong>in</strong>e to T. that the British hate us (I will usethis word for solidarity) because we beat them <strong>in</strong> two wars (1776 and 1812) and bankrupted them <strong>in</strong> 1940by tak<strong>in</strong>g all of their cash <strong>in</strong> return for old weapons, they have no problem <strong>in</strong> spy<strong>in</strong>g on us.<strong>The</strong>y do not view us, as so many Americans th<strong>in</strong>k today, as their saviors but rather as theirdestroyers and they all do hate us for destroy<strong>in</strong>g their thoroughly rotten Empire.I will po<strong>in</strong>t out, very clearly and with supportive documents (Memo: Have these ready if andwhen required!) that the British <strong>in</strong>telligence and governmental agencies are filled with either actualcommunist agents or worse, radical Moscow sympathizers.It is also filled with fairies but we won’t go <strong>in</strong>to that unless T. shows some <strong>in</strong>terest. T. is certa<strong>in</strong>lynot a fairy and probably hates them.I will po<strong>in</strong>t out that England has no more navy or army to speak of and a squad of Soviet BoyScouts (which do not exist) could <strong>in</strong>vade England and conquer it with<strong>in</strong> a week.<strong>The</strong>refore.... certa<strong>in</strong> higher-level British government people have arrived at a secret conventionwith Stal<strong>in</strong>. Do not attack our weak, undefended people, and we will assist you by the shar<strong>in</strong>g of certa<strong>in</strong>very important <strong>in</strong>telligence material we are able to steal from our erstwhile allies (but actual enemies.)And this especially means atomic secrets!!!1. In sum, the British spy on us with greater impunity than the Soviets could.2. <strong>The</strong>y have stolen and are steal<strong>in</strong>g American atomic secrets.3. <strong>The</strong>se secrets go to London where the British would like to build at least one atomicbomb just to show the world that they are really still important.4. <strong>The</strong> same secrets are eagerly given to Stal<strong>in</strong> to curry favor with him as well as to fulfillthe ideological requirements of so many of the Soviet lovers now <strong>in</strong> power <strong>in</strong> the British bureaucracy.THIS MUST BE STOPPED!By cutt<strong>in</strong>g off the British from their spy<strong>in</strong>g, we equally cut off the Russians who are now underthe spotlight and have to be very careful.Note here: I understand that Stal<strong>in</strong> did not set off an atomic bomb but <strong>in</strong>stead exploded severalstandard bombs from an aircraft. <strong>The</strong>se bombs were full of radioactive material that spread <strong>in</strong>to the upperair so that the Americans could detect them. Source has been correct so far. Mention this to T.? Not a goodidea at all.Solution: Countermeasures at once aga<strong>in</strong>st the British. Hoover will be <strong>in</strong> full cooperation on this.He has specifically said so to me recently and very firmly. I believe him on this. We put devices <strong>in</strong>to theirEmbassy and consulates, listen to their telephones and follow anyone leav<strong>in</strong>g the Embassy and photographanyone go<strong>in</strong>g <strong>in</strong> and then <strong>in</strong>vestigate them later.We set up a dis<strong>in</strong>formation section to allow them to have faulty and mislead<strong>in</strong>g material. Also....we could give them the sort of <strong>in</strong>formation which could literally blow up <strong>in</strong> their faces but I doubt if their
