them, and I didn't want to give them a ride <strong>in</strong> my new Cadillac because one or both of them would havespewed all over the seats.William K<strong>in</strong>g Harvey was thirty-five when he encountered Müller. A native of Indiana, Harveyhad been an FBI agent stationed <strong>in</strong> New York until he was fired by Hoover for be<strong>in</strong>g a chronic alcoholic.Harvey, who had considerable knowledge of Soviet espionage, then took his knowledge, and his dr<strong>in</strong>k<strong>in</strong>ghabits, to the <strong>CIA</strong> where he soon became chief of counter<strong>in</strong>telligence. His wife, Libby, a native ofKentucky, was a woman of little sophistication and was not able to function <strong>in</strong> Wash<strong>in</strong>gton society withoutresort to an extensive ration of dry mart<strong>in</strong>is. Harvey, known as the Pear because of his short, fat body,disliked Hoover and engaged <strong>in</strong> open warfare with his former superior. He was a loud, aggressive manwho developed a strong personal dislike for Harold Philby and attacked him constantly, eventually erod<strong>in</strong>gPhilby's stand<strong>in</strong>g with British <strong>in</strong>telligence and lead<strong>in</strong>g to his defection to Russia <strong>in</strong> 1963. Ten years earlier,his nemesis, Harvey, was transferred to Berl<strong>in</strong> to head the <strong>CIA</strong> office there.In 1952, Harvey had divorced his wife, Libby, and obta<strong>in</strong>ed custody of their young son. He neverdiscovered that Müller had a brief but steamy affair with his wife, who eventually committed suicide, butblamed her fall from grace to a connection with "some German bastard." Other problems were the officialcause of their breakup but the Teuton who so encrusted him with horns rema<strong>in</strong>ed his friend and the two ofthem ended up <strong>in</strong> BOB or Berl<strong>in</strong> Operations Base, the <strong>CIA</strong> nerve center <strong>in</strong> Berl<strong>in</strong>.Harvey <strong>in</strong>deed was a man with a considerable knowledge of Soviet <strong>in</strong>telligence operations butMüller had an <strong>in</strong>f<strong>in</strong>itely greater knowledge and Harvey depended heavily on his Swiss friend for<strong>in</strong>formation and assistance with German. Harvey, like so many other <strong>CIA</strong> specialists <strong>in</strong> Germany, wasunable to read, write or speak a word of German.<strong>The</strong>re is a very strong reason to believe that Harvey, far from be<strong>in</strong>g an enemy of Hoover, was <strong>in</strong>fact still <strong>in</strong> contact with his former chief and passed along <strong>in</strong>side <strong>in</strong>formation to him about the work<strong>in</strong>g ofthe <strong>CIA</strong>, an organization that was feared and disliked by the FBI chief.After Harvey returned from his duty <strong>in</strong> Berl<strong>in</strong>, he became <strong>in</strong>volved <strong>in</strong> other serious matters for the<strong>CIA</strong> and <strong>in</strong> 1963, became <strong>in</strong>volved under James Angleton, <strong>in</strong> the assass<strong>in</strong>ation of John Kennedy. Harveywas <strong>in</strong> charge of the assass<strong>in</strong>ation squad and later dealt with Mary P<strong>in</strong>chot Meyer, Kennedy’s mistressand former wife of Cord Meyer, a senior <strong>CIA</strong> official.Saturday, 24. March, 1951.Great fury here about MacArthur's latest actions. It is obvious that the General has gone mad andwill certa<strong>in</strong>ly be replaced as soon as convenient. What happened was this: Truman <strong>in</strong>itiated among his staffa plan to negotiate with the Ch<strong>in</strong>ese and end the war.So far, so good. <strong>The</strong> Ch<strong>in</strong>ese have taken terrible losses <strong>in</strong> Korea and are more than will<strong>in</strong>g.Truman let MacArthur know what he was do<strong>in</strong>g but before anyth<strong>in</strong>g positive happened between theCh<strong>in</strong>ese and us, MacArthur let off a lunatic statement on Friday <strong>in</strong> which he <strong>in</strong>sulted the Ch<strong>in</strong>ese and <strong>in</strong>fact ordered them to negotiate with him before the United States obliterated them. <strong>The</strong> rapprochement isnow dead, Truman is livid with rage and everyone here seriously believes that MacArthur has not onlyopenly and crudely defied his Commander <strong>in</strong> Chief but also committed a treasonable act.Generals get that way after a while and MacArthur is obviously completely mad. Thank GodTruman never gave him atomic weapons or he would certa<strong>in</strong>ly have used them by now.MacArthur, by his <strong>in</strong>sane act, has put Truman <strong>in</strong>to a terrible position. <strong>The</strong> latter had an acceptablediplomatic program for end<strong>in</strong>g the war well <strong>in</strong> tra<strong>in</strong> and M. deliberately sabotaged it for his own glory.How many young soldiers on both sides will die to pay for this act of senile vanity? Truman cannot nowfire MacArthur because M. has shown the American people a way out of a very unpopular war but if Iknow Truman, and I th<strong>in</strong>k I do, MacArthur is liv<strong>in</strong>g on borrowed time. He is stand<strong>in</strong>g, as Dulles said, withone foot <strong>in</strong> the grave and the other on a banana peel.This bus<strong>in</strong>ess is by no means over yet.I talked with Philby about the Harvey orgy and he was both amused and discomfited. He askedme if H. had found out anyth<strong>in</strong>g and I replied that I did not believe he had but to get rid of that assholeBurgess. Easier said than done accord<strong>in</strong>g to Philby. Burgess has slept with most of the senior ForeignOffice people and they love and protect him. Burgess is the fat wreck of a once handsome man and utterlyobnoxious <strong>in</strong> his behavior. If he is found attractive by FO people, their taste must be up with yesterday'sd<strong>in</strong>ner.For want of anyth<strong>in</strong>g better to do, I rang up Libby H. and she was certa<strong>in</strong>ly eager to meet with me.I suggested a little lunch and then some recreation <strong>in</strong> Chevy Chase and she was frantic.
