3.2 How to Use the Tourism Planning ToolkitTourism Planning Toolkit is designed for use by local and district municipalities; and provincialtourism organs tasked with the responsibility either wholly or partly for destination managementin their area.The Toolkit can be used by local government in three distinct ways:1. To tackle specific issues that may arise associated with the development andmanagement of tourism;2. In a broader sense, to develop a tourism strategy that is one of a series of plans thatlocal government must produce to assist in their strategic planning and ultimately thefunding of key projects; and3. By driving coordination and cooperation by those involved in the tourism planningprocess by identifying the processes and the products required to do tourism planning.An international model (VICE) that acts as a template for identifying key groups of stakeholdersis equally appropriate for South Africa. This model has been advanced in the case of the SouthAfrican Tourism Planning Toolkit to include transformation and safety.
