PROJECT FRAMEWORK FOR IMPLEMENTING THE HRD STRATEGY FOR THE TOURISMSECTORFigure 13: Framework for Implementing HRD Strategy in <strong>Tourism</strong> Sectorii. <strong>The</strong> Governance and Administration Task Force<strong>The</strong> Governance and Administration Task Force will take responsibility for all organizationaland structural initiatives which are essential for the implementation <strong>of</strong> the strategy. <strong>The</strong>seinitiatives are essentially concerned with issues related to governance and organizationalsupport for HRD. Again, here, the task force will plan a special but transitional role in thestructure for implementation. It will also be constituted <strong>of</strong> government <strong>of</strong>ficials and industryrepresentatives, and will be given whatever authority is required to “make a difference” in themanner in which the sector’s business is conducted. <strong>The</strong> work <strong>of</strong> the Governance andAdministration Task Force is critical to the success <strong>of</strong> the strategy. Unless the unsettlingmatters related to structures and governance are confronted and overcome, the prospects <strong>of</strong>the success <strong>of</strong> the strategy will be significantly compromised. Here, it is expected that there willbe extensive industry leadership in crafting structures and processes which strengthens theperformance <strong>of</strong> the sector.iii. <strong>The</strong> Promotion and Advocacy Task Force<strong>The</strong> Promotion and Advocacy Task Force will undertake the responsibility <strong>of</strong> facilitating acommunication and awareness within the sector in order to create an environment for success.<strong>The</strong> work <strong>of</strong> this task force is that <strong>of</strong> mobilizing support and building positive sentiments whichwill ensure the success <strong>of</strong> the strategy. <strong>The</strong> assignment is subtle, but critical. <strong>The</strong> task forcewill run five promotional and public relations programmes which will be in effect the five projectsthat are assigned to the body. <strong>The</strong>se projects are both public relations and educationprogrammes and will serve as mass communication instruments that could build unity <strong>of</strong> visionand coherence in the sector. <strong>The</strong> role <strong>of</strong> this task force is to extend the reach <strong>of</strong> the other taskforces, and to thereby create an environment for their success.
