Many negative connotations are often associated with recommending that a working groupbe established. To some this may seem as the creation of yet another layer of bureaucracy.However, it is vital to create the correct circumstances that will enable an improvement inthe communications shared between EHOs and Chinese employers to be realised. Creatingthese circumstances will require the concerted efforts of a number of partners who arecommitted to working under an agreed mandate to produce a clear vision as to what theyneed to achieve.
