(Ord. 1399 § 1, 1992)13.25.020 Findings — Purpose.A. The city council finds and declares that the state of California is historicallyan arid environment with limited amounts of water resources. There areenormous costs to the citizens and ecosystem of the state to maintain currentwater resources systems and create new systems to meet current and futuredemands for water. Therefore, the city council finds that it is in the public interestof the citizens of the city and the state to require the wise and efficient use of alimited and costly resource through regulations that require and promote waterconservation.B. The purpose of this chapter is to establish standards for designing,installing, and maintaining water efficient landscapes in new and existingdevelopment projects. This is accomplished through the requirements forresponsible landscape design, irrigation and management which utilizereasonable amounts of water while ensuring that aesthetic, functional, energyand environmental benefits of landscapes are achieved with the maximumamount of design freedom. (Ord. 1399 § 1, 1992)13.25.030 Applicability.A. Except as noted in subsections B and C of this section, the provisions of thischapter apply to:1. All new and rehabilitated landscaping installed either for or by publicagencies;2. All new and rehabilitated landscaping for commercial and industrialdevelopment projects that require a permit or discretionary approval from the city;3. All new and rehabilitated developer-installed landscaping in multifamilyresidential projects;4. All new developer-installed landscaping in single-family residentialprojectsB.
