2.5. The management system should support the development, implementation andenhancement of a strong safety culture in all aspects of the modification projects andutilization programme.MANAGEMENT RESPONSIBILITY2.6. It is the responsibility of management to ensure that the management system forutilization and modification describes how these activities are to be assessed, managed,authorized and performed in order to ensure that the objectives of the utilization ormodifications are met, and safe operation of the research reactor and its utilization areensured. The documentation for the management system for utilization and modificationshould cover the organizational structure, functional responsibilities, levels of authority andinterfaces for those assessing, managing, authorizing, performing, controlling or supervisingthese activities. It should also address other management measures, including planning,scheduling, resource allocation and human factors.2.7. The operating organization has the responsibility to prepare and issue specificationsand procedures for the utilization and modification. The reactor manager 6 should be an activeparticipant in executing and evaluating the utilization and modification activities. The detailedresponsibilities of the reactor manager are presented in paras 2.30 and 2.31 of this SafetyGuide.IMPLEMENTATION OF THE UTILIZATION OR MODIFICATION PROJECT2.8. The management system for utilization and modification should be outlined in adescription of the processes, the approval routes to be applied and documented in operatingprocedures. These procedures should address all applicable requirements specified in theintegrated management system established by the operating organization.2.9. The activities for utilization and modification should be performed and recorded inaccordance with approved procedures and instructions.2.10. Successful implementation of the utilization and modification project requires:−−Planning and prioritization of work;Addressing all relevant regulatory requirements;6 The reactor manager is the member of the reactor management to whom the direct responsibility and authorityfor the safe operation of the reactor is assigned by the operating organization and whose primary duties comprisethe discharge of this responsibility.6
−−−−−Addressing the requirements derived from the operational limits and conditions;Providing of qualified personnel with suitable skills;Establishing appropriate operating procedures, including those for assessing andcorrecting non-conforming items;Performing and documenting the required inspections and tests, including thoserequired for commissioning;Performing and documenting the required training and instruction.2.11. The management system should include measures to control records essential to theperformance and verification of utilization and modification activities through a system fortheir identification, approval, review, filing, retrieval and disposal.2.12. Documents such as the procedures, specifications and drawings of the utilization andmodification should be prepared, reviewed, updated, approved, issued, validated, as required,and archived.2.13. Records essential to the performance and verification of modification or utilizationshould be controlled through a system for their identification, approval, review, filing,retrieval and disposal.RESOURCE MANAGEMENT2.14. The operating organization should provide adequate resources to execute themodification or utilization.– Determining the required staff competences and providing training, where appropriate,to ensure that the personnel of the operating organization are competent to performtheir assigned work;– Supervising external personnel (including suppliers) performing safety relatedactivities and ensuring that these personnel are adequately trained and qualified.2.15. Personnel who are not directly working for the research reactor facility and personnelof contracting organizations who are involved in the utilization and modification should beappropriately trained and qualified for the work they are to perform. Contractors shouldperform their activities under the same controls, and to the same work standards, as facilitypersonnel. Facility supervisors should review the work of these contractor personnel during7
