Theoperating organization should ensure that the suppliers, manufacturers and designers haveacceptable management system. The operating organization should ensure through audits thatthey comply <strong>with</strong> the management systems.2.17. The equipment, tools, materials, hardware and software needed to conduct the work ina safe manner and to ensure that the requirements can be met should be determined, providedand maintained.MEASUREMENT, ASSESSMENT AND IMPROVEMENT2.<strong>18</strong>. Measures should be established for assessments to determine whether, and for reviewand verification to ensure that, utilization and modification activities are accomplished asspecified during the design. These measures should include:– Review of the design and the design procedures;– Verification of the implementation by inspection and witnessing;– Review and verification of the design, implementation and operation records, resultsand reports, including those on the status of non-conformance control and correctiveactions;– Follow-up of the adequacy and timeliness of corrective actions.2.19. Effective implementation of the management system for utilization and modificationshould be assessed by qualified personnel, who are not directly involved in performing theseactivities.2.20. The operating organization should evaluate the results of the independent assessmentsand should define and take necessary actions to implement recommendations and suggestionsfor improvement.RESPONSIBILITY OF THE PROJECT MANAGER2.21. The operating organization should assign an individual person, normally a dedicatedproject manager, to be responsible for the implementation of the project objectives throughthe development of a project definition, adherence to established safety criteria, evaluation of8
