3.<strong>18</strong>. <strong>Mod</strong>ifications and experiments having major safety significance should be reviewedby the reactor safety committee and send to the regulatory body for review and approvalfollowing the same procedures as applied for the reactor.3.19. If the modification or utilization will affect the licence or the licence documentation,appropriate re-licensing process should be applied.3.20.Changes <strong>with</strong> a significant effect on safety3.21. The safety documentation for this category of projects, which may includecomplicated experiments, experimental facilities and modifications, should consist of acomprehensive and detailed description of the experiment or modification and its design andconstruction.3.22. The safety analysis should cover all foreseeable operational, as well as accidentsconditions. The analysis should demonstrate that the licence conditions and the original safetylimits are not affected and that the radiological consequences of the utilization or modificationare <strong>with</strong>in the accepted limits.3.23. An assessment of radiation exposure to the staff expected during or as a result of theproject should be prepared. Measures to reduce the exposures based on the optimizationprinciple 12 should be described for all possible states (i.e. normal operations, anticipatedoperational occurrences and accident conditions), and any mitigation measures should beconsidered.3.24. The completed safety documentation for the project should cover the responsibilitiesand duties of the operating personnel, the experimental staff and others involved in theproject.3.25. A list of new or modified safety devices connected to the reactor should be included inthe safety documentation. Information required for accident evaluation and for mitigationmeasures under emergency conditions should also be defined.3.26. The safety documentation for the project should be reviewed by the reactor manager,<strong>with</strong> respect to safety, operability and compatibility <strong>with</strong> other experiments in the reactor and<strong>with</strong> reactor systems.12 Guidance for the optimization principle is provided in Ref. [7].13
