Using In<strong>for</strong>mation and Communication Technologies <strong>for</strong> Smart and Connected Citiescitizens, as well as countless users outside <strong>of</strong> Mumbai. The Indian state <strong>of</strong> Maharashtraintroduced e-governance to its municipalities to provide “single-window” city services to itscitizens to increase efficiency and productivity <strong>of</strong> its cities, and to provide timely and reliablemanagement in<strong>for</strong>mation. 11 Mumbai’s portal helps <strong>the</strong> city and its many agencies manage birthand death registrations, waste, transportation, medical services, schools, medical colleges,disasters, taxes, town planning, city infrastructure, retail shops as well as social programmes. Thesystem is available to <strong>the</strong> public at: http://www.mcgm.gov.in.2.3 E-LEARNINGe-learning is being increasingly adopted by municipal education systems to enhance learning. Itgenerally refers to <strong>the</strong> use <strong>of</strong> technology as classroom aids, although over time, <strong>the</strong>re has been agradual increase in fully online learning. Computer-supported collaborative learning is one <strong>of</strong> <strong>the</strong>most promising innovations to improve teaching and learning with <strong>the</strong> help <strong>of</strong> modernin<strong>for</strong>mation and communication technology. It focuses on collaborative or group learningwhereby instructional methods are designed to encourage students to work toge<strong>the</strong>r on learningtasks.Online courses allow students to proceed at <strong>the</strong>ir own pace. If <strong>the</strong>y need to listen to a lecture asecond time, or think about a question <strong>for</strong> awhile, <strong>the</strong>y may do so without fearing that <strong>the</strong>y willhold back <strong>the</strong> rest <strong>of</strong> <strong>the</strong> class. Through online courses, students can earn <strong>the</strong>ir diplomas morequickly, or repeat failed courses without <strong>the</strong> embarrassment <strong>of</strong> being in a class with youngerstudents. Students also have access to an incredible variety <strong>of</strong> enrichment courses in onlinelearning, and can participate in college courses, internships, sports, or work and still graduatewith <strong>the</strong>ir class.Virtual classrooms can <strong>of</strong>ten use a mix <strong>of</strong> in<strong>for</strong>mation and communication technologies.Participants in a virtual classroom can use emoticons to communicate feelings and responses toquestions or statements; <strong>the</strong>y can 'write on <strong>the</strong> board' and even share <strong>the</strong>ir desktop. O<strong>the</strong>rcommunication technologies available in a virtual classroom include text notes, microphonerights, and breakout sessions. Breakout sessions allow <strong>the</strong> participants to work collaboratively ina small group setting to accomplish a task, as well as allow <strong>the</strong> teacher to have privateconversations with individual students.In addition to virtual classroom environments, social networks have become an important part <strong>of</strong>e-learning. Social networks have been used to foster online learning communities around varioussubjects. Mobiles, such as handheld computers and cell phones, can be used to assist in suchthings as language learning.
