Mega-events as Catalysts <strong>for</strong> <strong>Urban</strong> Trans<strong>for</strong>mationBased on this rationale, Ningbo has launched 120 projects, one <strong>of</strong> which is a communityservice plat<strong>for</strong>m called “81890,” which was described during <strong>the</strong> Expo Theme Forum.Citizens can dial 81890 to access any type <strong>of</strong> in<strong>for</strong>mation. The service has less than 200employees, and has built partnerships with over 700 enterprises. Sponsored by <strong>the</strong>government, it adopts market operations and serves <strong>the</strong> public.In addition, recognizing that digitalization promotes urban development, <strong>the</strong> city hasimplemented a solution <strong>for</strong> eliminating digital gaps and promoting ICT in rural areas. Ninehundred out <strong>of</strong> <strong>the</strong> 2600 rural communities around Ningbo benefit from an in<strong>for</strong>mation accessplat<strong>for</strong>m. In a given community <strong>the</strong>re is a fixed place equipped with computers, pr<strong>of</strong>essionalin<strong>for</strong>mation service staff, a management mechanism and an incentive mechanism.Inspired by <strong>the</strong> Expo 2010 Forum, <strong>the</strong> Ningbo Municipal Government launched <strong>the</strong>organization <strong>of</strong> an Exhibition on Smart Cities, with <strong>the</strong> first exhibit held from 2-4 September2011. Mr. Mao Guanglie, Mayor <strong>of</strong> Ningbo, announced that Ningbo Municipal Governmentwill allocate 1 billion RMB per year to develop a smart city and to train citizens in relevantICT fields. Foundation grants and private sector investment are also being sought to support<strong>the</strong> smart industries. By 2020, with <strong>the</strong> improvements <strong>of</strong> smart technology and newinfrastructure, Ningbo is expected to become a premier smart city <strong>of</strong> <strong>the</strong> planet.Lessons Learned:A mega-event is not only an opportunity <strong>for</strong> <strong>the</strong> host city but also <strong>for</strong> o<strong>the</strong>r neighboring citiesthat can contribute organizationally in areas that are best suited to <strong>the</strong>ir future goals.3.3. AICHI 2005: THE FIRST ECO-EXPOAichi 2005 was held from 25 March to 25 September 2005 in Nagoya, Aichi Prefecture<strong>of</strong> Japan attracting about 22 million visitors. The organizers had set out three key objectives toassess <strong>the</strong> success <strong>of</strong> <strong>the</strong>ir Expo: 151. Expo per<strong>for</strong>mance as a project. The metrics were com<strong>for</strong>t and safety, visitors’satisfaction, and reaching a target number <strong>of</strong> visitors.2. Sustainability as a model <strong>for</strong> Expos. To influence <strong>the</strong> resolution <strong>of</strong> global issuesby drawing international attention to <strong>the</strong> development <strong>of</strong> <strong>the</strong> Expo <strong>the</strong>me“Nature’s Wisdom” through high quality presentations.3.
