C H A P T E R 6As with most parks in the city, resources for linearpark system improvements typically comethrough conditions placed on adjacentdevelopment. City regulations establishstandards for park width, landscaping, fencing,lighting, and tree rows that apply specificallyalong barrancas, freeways, rivers, the shoreline,harbor, hillsides, and utility rights-of-way.Recreation ProgramsThe City operates four neighborhood centerswhere recreation programs and senior servicesare available: the Ventura Avenue Adult Center,Senior Recreation Center, Barranca Vista Center,and Westpark Community Center. The City alsooffers a wide range of sports programs, includingyouth and adult sports programs, classes,aquatics, and corporate games. Other Citysponsoredrecreational activities include arts andenvironmental education, community gardening,recreation programs for special needs residents,and after-school activities and summer camps.The policies and actions in this chapter seek tofurther expand local park and recreation choicesby:• identifying sites for new parks,• increasing public access to open space,including via linear park trails,• collaborating with schools and other localagencies and organizations,• ensuring universal and equal access toparks and recreation facilities, and• allowing appropriate revenue-generatingactivities at City parks.A variety of other recreation opportunities areavailable in Ventura in addition to City programs.Foremost among these are all of the activitiespossible at State beaches and developedwaterfront areas. Other local non-City facilitiesinclude the County Fairgrounds and local golfcourses. In addition, joint-use agreements allowcity residents to use sports fields, pools, andgymnasiums during certain times at publicschools and Ventura College.2005 Ventura General Plan August 8, 20056-4
