G L O S S A R Y O F T E R M SArterial: Medium-speed (30-40 mph), medium-capacity(10,000-35,000 average daily trips) roadway that providesintra-community travel and access to the county-widehighway system. Access to community arterials should beprovided at collector roads and local streets, but direct accessfrom parcels to existing arterials is common.Bicycle Lane (Class II): A corridor expressly reserved forbicycles, existing on a street or roadway in addition to anylanes for use by motorized vehicles.Bicycle Path (Class I): A paved route not on a street orroadway and expressly reserved for bicycles traversing anotherwise unpaved area. Bicycle paths may parallel roads buttypically are separated from them by landscaping.Bicycle Route (Class III): A facility shared with motoristsand identified only by signs, a bicycle route has no pavementmarkings or lane stripes.Buffer: An area of land separating two distinct land usesthat acts to soften or mitigate the effects of one land use onthe other.Building: Any structure used or intended for supporting orsheltering any use or occupancy.Building Type: a structure category determined byfunction, disposition on the lot, and configuration, includingfrontage and height. For example, a rowhouse is a type, nota style.Buildout: Development of land to its full potential ortheoretical capacity as permitted under current or proposedplanning or zoning designations.California Environmental Quality Act (CEQA): Lawrequiring State and local agencies to regulate activities withconsideration for environmental protection. If a proposedactivity has the potential for a significant adverseenvironmental impact, an Environmental Impact Report(EIR) must be prepared and certified before taking action onthe proposed project.Capital Improvements Program (CIP): A program thatschedules permanent <strong>City</strong> improvements at least five yearsahead to fit projected fiscal capability. The CIP is reviewedannually.Channelization: The straightening and/or deepening of awatercourse for purposes of runoff control or ease ofnavigation; often includes lining banks with retaining materialsuch as concrete.Character: Special physical characteristics of a structure orarea that set it apart from its surroundings and contribute toits individuality.Charrette: An interactive, multi-day public process inwhich the community works together with planning anddesign professionals and <strong>City</strong> staff and officials to createand support a feasible plan for a specific area of the <strong>City</strong>that will produce positive and transformative communitychange.<strong>City</strong>: When capitalized, refers to the governmental entity;“city” refers to the geographic area.Civic: the term defining not-for-profit organizationsdedicated to the arts, culture, education, recreation,government, transit, and municipal parking.Clustered Development: Buildings placed close togetherwith the purpose of retaining open space area.<strong>2005</strong> <strong>Ventura</strong> <strong>General</strong> <strong>Plan</strong> August 8, <strong>2005</strong>F-2
