Community wellness requirescomprehensive preventative care, as well ascareful preparation for and response to dangerswithin the built environment and to risks posed bynatural processes (see Figure 7-1).Adequate shelter, sufficient medical services,walkable neighborhoods, and proper nutritioncreate an essential foundation for a healthycommunity. Reducing as much as possible thethreat to people and property from earthquakes,landslides, floods, and fires further enhance thecollective wellness of the city. C H A P T E R 7Alquist-Priolo designationrequires a geologicinvestigation prior to theapproval of a developmentpermit to determine if aspecific site within the zone isthreatened by surfacedisplacement from futurefault movement.Geologic and Flood HazardsVentura lies in an active geologic region and istherefore subject to a variety of seismic hazards,including ground shaking, liquefaction, and slopefailure. State law requires the City to regulatedevelopment in mapped seismic hazard zones.Major faults in the city include the Ventura-Foothill (a State-designated Alquist-PrioloEarthquake Fault Zone), Oak Ridge, McGrath,Red Mountain and Country Club Faults. Areasclosest to these faults are most likely toexperience ground shaking or rupture in the eventof an earthquake. Liquefaction during anearthquake is most likely to occur in areas withloose, granular soils where the water table lieswithin 50 feet of the surface. As the soil liquefies,buildings and other objects may tilt or sink.Hillside stability varies based on slope, soil, rocktype and groundwater depth. The hills north ofPoli Street/Foothill Road have experienced manyhistoric landslides and are prone to futuremovement. The City Hillside ManagementProgram limits development in the area tominimize dangers from landsliding, erosion,flooding, and fire, and to retain natural and sceniccharacter.The Federal Emergency Management Agencyregulates development along watercourses basedon the likelihood of flooding: the basic benchmark– the 100-year flood – has a one percent chanceof occurring in any given year. Although themapped 100-year flood hazard areas for localrivers and barrancas are fairly limited in size, thelargest recorded flood events along the Venturaand Santa Clara Rivers, both following heavyrains in 1969, exceeded the 100-year flood zone.The policies and actions in this Chapter intend tolimit harm from geologic and flood events byrequiring detailed risk analyses and mitigationprior to development of sites in hazard proneareas.2005 Ventura General Plan August 8, 20057-2
