C H A P T E R 7Police Protection<strong>Ventura</strong> Police response to crimes in progress oralarm soundings averages less than six minutes,and less than sixteen minutes for most othercalls. While the local crime rate is slightly higherthan State average, the Department hopes tobetter engage the community in policing efforts tolower crime levels. As part of a Strategic <strong>Plan</strong>ningProcess, the Department has established thefollowing goals:• reduce crime and the fear of crime• improve the quality of life in neighborhoods• enhance community and police partnerships• develop personnel• continued accountabilityOne-time grant funding has helped add officersdedicated to community crime prevention, gangcontrol, and youth mentoring programs. As thesegrants end the <strong>City</strong> must face the challenge offunding these services.
