O U R H E A L T H Y A N D S A F E C O M M U N I T YFire and Emergency ResponseThe Ventura Fire Department responds to fire,medical, and disaster calls from six stations in thecity. The Department’s goal is to reach the scenewithin 4 minutes 90% of the time. TheDepartment has a reciprocal agreement with theCounty Fire Protection District to ensure thatVentura residents receive the swiftest servicepossible. The Department also has aresponsibility to provide disaster preparedness forthe City. Particular fire department concerns inthe City include:• the need for reliable and sustainable sourceof fire service revenue,• lengthy response times to areas farthest fromexisting stations (See Figure 7-2),• firefighter and support staffing levels that arefar below the .98 firefighter per 1,000population averages of other municipal firedepartments with comparable city size, age,and population,• the threat of wildland fire entering urban area,and• the lack of fire protection systems in olderstructures.The policies and actions in this Chapter aim tooptimize firefighting and emergency responsecapabilities through oversight of newdevelopment, improved facilities, and added staff.August 8, 2005 2005 Ventura General Plan7-3
C H A P T E R 7Police ProtectionVentura Police response to crimes in progress oralarm soundings averages less than six minutes,and less than sixteen minutes for most othercalls. While the local crime rate is slightly higherthan State average, the Department hopes tobetter engage the community in policing efforts tolower crime levels. As part of a Strategic PlanningProcess, the Department has established thefollowing goals:• reduce crime and the fear of crime• improve the quality of life in neighborhoods• enhance community and police partnerships• develop personnel• continued accountabilityOne-time grant funding has helped add officersdedicated to community crime prevention, gangcontrol, and youth mentoring programs. As thesegrants end the City must face the challenge offunding these services. Actions in this Chapterseek to improve the full range of police servicesto maximize community safety by increasingstaffing, outreach efforts, and public access topolice services.2005 Ventura General Plan August 8, 20057-4
